The Local Government Capability Development Division (LGCDD) of the Department of the Interior and Local Government (DILG)-7 spearheaded an orientation on the updated guidelines on the assessment of the Comprehensive Development Plan (CDP) of the cities and municipalities.

The activity provided the assessment committees a walk-through on the mechanics of the CDP assessment process and parameters as well as the enhanced assessment tool.

Heads of the regional line agencies, local chief executives and the chairpersons of the local development councils, members of the provincial CDP technical assessment committees, and DILG provincial and city directors joined the whole-day virtual session last May 7, 2021.

In his welcome message, DILG-7 Director Leocadio Trovela emphasized the importance for a stronger collaboration among the stakeholders and among the teams at the LGU level.

“The technical assistance that eventually will be needing by the local government units, especially the component cities and the municipalities, which will be anchored in the province will not be fully implemented without the full cooperation of everyone,” he said.

“I hope this workshop will trigger the kind of synergy that will be very essential in the technical assistance that will be needed by our government units in so far as the implementation of the Mandanas ruling (is concerned) in relation to revisiting the vital role of the planning instruments such as CDP,” he added.

LGCDD chief Chief Maria Thelya Oporto, for her part, laid down the objectives of the whole-day activity.

Meanwhile, LGOO V Jerson Obo, CDP regional focal person, gave a thorough discussion on the DILG Memorandum Circular 2021-037, which sets the updated guidelines on the assessment of CDPs of cities and municipalities.

To provide a first-hand experience on the updated tool, a mock CDP assessment workshop was also conducted.

“This may not be an easy task kay bag-o ni for all of us but hopefully we can make the necessary initial steps to take this off and to jump-start everything especially for our LGUs,” said DILG Cebu Provincial Director Jhoaden Lucero.
