The Department of the Interior and Local Government (DILG)-7 completed the training workshop on Significant Understanding and Coaching Calibrated on ECLIP Systems, Strategies, and Implementation Orientation (SUCCESSION) 2023 on Enhanced Comprehensive Local Integration Program (E-CLIP) on March 21 to 24, at Subic Bay Peninsular Hotel, Subic Bay Freeport, Olongapo City, Zambales.

This is part of the efforts to capacitate ECLIP implementers.

The officials and personnel who represented the DILG-7 were Provincial Director Farah Gentuya, PDMU Chief Rommel Correa, LGOO VI Kurt Philip Matas, LGOO V Marven Ecarma, LGOO V Gemylene Espina, and LGOO II Janieva Dandan.

Also present were members of the E-CLIP committee, and different government agencies of Negros Oriental, Bohol, Cebu City, and Lapu-Lapu City.

The activity started with a keynote address from the Undersecretary for Peace and Order Oscar Valenzuela. An introduction to the overview of the activity was presented to set the sequential tasks to promote deeper understanding and generate insightful analysis from the participants. Also, it facilitated the conduct of social engagements and establish study groups throughout the exercises.

A set of activities comprising five different sessions covered a wide range of topics from March 22 to 23. Each session was designed to cover a specific aspect tailored to the operational needs of the implementation of ECLIP and supplement the existing competency of the implementers.

The first session discussed the following: Program Phases and Processes, Guidelines on the Construction of Halfway Houses, Guidelines on the DILG-Administered Package of Assistance: Institutional Arrangement, and Monitoring and Evaluation Forms.

The second session tackled DILG-DND JMC No. 01 s. 2021: Process and Procedures for the Disposition of Firearms, Explosive, and Ammunition of former rebels and former violent extremists.

The third session provided guidelines on the validation and authentication of former rebels not listed in the PSRTG, the fourth session focused on the Monitoring, Evaluation, Reporting and Learning (MERL) tool, while the fifth and final session involved the application through a workshop on action plan on ECLIP.
