VaxCertPh ilulunsad sa Metro Cebu

Bilang paghahanda sa paglunsad ng VaxCertPH sa Metro Cebu, Rehiyon III at IV-A, at Davao City sa darating na Setyembre 24, 2021, ang DILG-7 ay lumahok sa isang virtual na pagpupulong Sabado, Setyembre 18, 2021 sa Zoom.

Dinaluhan ito ng mga kawani ng rehiyonal na tanggapan pati na rin ng sub-rehiyonal na tanggapan sa lalawigan ng Cebu, Bohol, Negros Oriental, at Siquior, at Cebu City, Mandaue City at Lapu-Lapu City.

Kasama rin sa dumalo ang ibang mga kawani ng DILG sa Rehiyon III, IV-A at Metro Davao, pati na rin ibang mga ahensya ng pamahalaan, mga field officer, at mga VaxCert coordinator sa mga lokal na pamahalaan sa nasabing mga lugar.

Kabilang sa tinalakay sa pagtitipon ang mga naangkop na mga tools at stratehiya para sa matagumpay na paglunsad ng VaxCertPH, bukod sa iba pa.Si USec. Jonathan Malaya, Undersecretary for Plans, Public Affairs and Communication ay nagbigay ng kanyang mensahe sa mga dumalo.

Sa kanyang mensahe, binigyang diin niya ang kahalagahan ng kooperasyon ng LGUs at mga ahensya ng pamahalaan na magbigay ng napapanahon at tumpak na data para sa maayos at matagumpay na pag-issue ng mga digital vaccine card.

“Since we intend to vaccinate 80 percent of our population because of the Covid-19 pandemic, practically lahat ng Filipino ay magkakaroon nitong VaxCert na ito. So para mas madali ang buhay ng ating kababayan, dinevelope natin itong digital certificate na ito. So this is very important this is very crucial and kailangan po sa LGU level palang maliwanag na kung ano yung responsibilidad natin,” sabi ni Malaya.

Samantala, nagbigay rin ng kanyang mensahe si Panlalawigang Direktor ng Cebu Jhoaden Lucero sa mga dumalo bago nagtapos ang pagtitipon.

“Because we believe that our LGUs are the most important player in this undertaking. Thank for your questions and your active participation. The success of this activity or this endeavor largely depends on your response and efforts to make it working on the ground,” sabi ni Lucero

Ang VaxCertPH o digital vaccination certificate ay layong magkaroon ng iisa at internationally recognized certification bilang patunay na bakunado na ang isang indibidwal.

Serbisyo sa tubig sa rehiyon pinaigting

Ang DILG-7 ay lumahok sa dalawang araw na virtual training na pinamagatang Strengthening of Water Service Providers na isinagawa ng Office of Project Development Services nitong Setyembre 14-15 sa Zoom.

Ang aktibidad ay naglalayong mapabuti ang paghatid ng serbisyo ng mga lokal na pamahalaan sa kanilang kuminidad ng mainam at malinis na supply ng tubig.

Dinaluhan ito ng mga kawani ng Project Development and Management Unit ng tanggapan na pimumunuan ni LGOO V Rommel Correa, pati na rin mga program manager at focal person ng mga sub-rehiyonal na tanggapan sa Bohol, Cebu, Negros Oriental at Siquijor.

Samantala, ang mga resource person sa sinagawang virtual training ay mga water system functionary at mga kawani ng mga rehiyonal na water at sanitation hub na tinalakay ang sustainable na pagpapatakbo at pamamahala ng mga water system, kasalukuyang performance ng mga LGU-managed water utility, bukod sa iba pa.

DILG-7 holds regional orientation on DTP formulation

To create a cadre of coaches that will assist local government units (LGUs) in Central Visayas in their formulation of Devolution Transition Plans (DTPs), the Department of the Interior Local Government (DILG)-7, through the leadership of Dir. Leocadio Trovela, spearheaded the Regional Orientation on the Preparation of LGU DTPs on August 18-19, 2021 via WebEx.

The virtual activity aims to lay down plans for the conduct of roll-out orientations and face-to-face workshops at the provincial level down to the barangays, and further strengthen coordination between national government agencies (NGAs) and LGUs.

Participants were city, municipal, and provincial directors and officers of field and sub-regional offices of DILG-7, other national government agencies, and barangay devolution transition committees, which are composed of a local chief executive, local administrator, Sangguniang Barangay, Liga ng Mga Barangay president, local finance committee and civil society organizations.

Resource speakers were regional and provincial directors and representatives of the DILG-7, Department of Budget and Management-7, National Economic and Development Authority-7, Department of Finance – Bureau of Local Government Finance-7, Civil Service Commission-7, Department of Agriculture-7, Department of Social Welfare and Development-7, and Department of Environment and Natural Resources-7, and representatives of DILG devolution core teams.

They provided technical assistance and discussed the salient provisions of the DBM-DILG Joint Memorandum Circular No. 2021-1, which provides the instruments, processes, and mechanisms that will facilitate LGUs in their DTP formulation for a smooth transition towards LGUs’ full assumption of devolved functions and services. The resource persons also cascaded their respective NGAs’ DTPs to LGUs.

Trovela, for his part, stressed the importance of the activity in the attainment of the full devolution to LGUs and thanked the participants for their support to the LGUs.

“This task will not be easy for us to do. This is a massive undertaking. We are talking about the vital resource mobilization that will happen in our LGUs and your participation here goes to show that we are reminded of our official mandate, which is to provide the needed capacity development for our LGUs,” Trovela said.

“I would like to take this opportunity to express my gratitude to everyone especially to our LGU participants and regional line agencies for showing your support to our LGUs,” he added.

The regional orientation was initiated pursuant to the efficient implementation of the Mandanas and Garcia ruling and Executive Order No. 138, s. 2021, which devolved certain functions of the executive branch to the LGUs consistent with the relevant provisions under the Local Government Code and other laws on devolution.

Upang masubaybay at masuri ang mga spill-over locally funded projects (LFPs) ng rehiyon mula sa pondo ng taong 2018 at mga nakaraang mga taon, ang DILG-7 na pinamumunuan ni Dir. Leocadio Trovela at ang DILG Office of Project Development Services ay nagsagawa ng virtual pulong-koordinasyon nitong Setyembre 7, 2021.

Ang mga lumahok ay mga lokal na pamahalaan sa rehiyon at mga tauhan ng DILG-7 Project Development and Monitoring Unit na pinamunuan ni LGOO V Rommel Correa at Local Government Capability Development Division Chief Maria Thelya Oporto, pati na rin ang mga focal person at project manager ng mga sub-regional office sa Bohol, Cebu Province, Negros Oriental at Siquijor.

Si PDMU Chief Rommel Correa, sa kanyang mensahe, ay binigyang diin ang kahalagahan ng aktibidad na ito sa pagkilala ng mga naaangkop na interbensyon at mga posibleng solusyon upang mapabilis ang pagkumpleto ng mga LFP sa rehiyon.

Sa kasalukuyan, mayroong 513 nakumpletong LFPs sa rehiyon mula sa pondo ng taong 2018 at mga nakaraang mga taon.

RMCC-7 adopts a vaccination site in Cebu City, deploys technical personnel

Members of the Regional Management and Coordinating Committee-7 agreed during the special meeting today to pool and deploy some of their technical personnel to man and supervise the committee’s adopted vaccination site of the Cebu City Government.

During the virtual meeting, representatives and officials from Police Regional Office-7, Bureau of Fire Protection-7, National Commission on Muslim Filipinos-7, Bureau of Jail Management and Penology-7, and National Youth Commission Visayas committed to deploy medical personnel and volunteers as encoders at the city’s vaccination site.

DILG-7 Director Leocadio Trovela, who sits as chairman of RMCC-7, thanked the agencies for their contribution to the implementation of the vaccination program of the government. Cebu City Health Department Officer-in-Charge Dr. Jeffrey Ibones, who attended the virtual meeting, expressed his gratitude to the RMCC-7 for its favorable action on the city’s request.

Also discussed in the meeting were the updates and measures of the government against the dreadful Delta variant. This was discussed by representatives from the Department of Health-7, Dr. Mary Jean Loreche and Dr. Eugenia Mercedes Cañal.To dispel rumors, the doctors clarified that the variant has not been detected in Central Visayas as of now.

However, they recommended the strict implementation of the minimum public health standards.

DILG-7 also presented the Advisory dated July 23, 2021 issued by Secretary Eduardo Año who directed the PNP and LGUs to ensure alignment of border entry protocols and protocols for Returning Overseas Filipinos with the guidelines of IATF and other government offices.

In the Advisory, the Secretary also reminded LGUs to strictly implement the Prevention, Detection, Isolation, Treatment, and Reintegration strategy. The RMCC-7 passed two resolutions such as: supporting the Advisory of Secretary Año and urging the LGUS to strictly implement the minimum public health standards especially the monitoring of mass gatherings, among others; and adopting the vaccination program of the Cebu City Government and approving the request of the city for the augmentation of technical personnel in the vaccination site.

The committee also expressed its support to the conduct of trainings for Barangay Public Safety Officers in Cebu City and the conduct of series of town hall meetings on COVID-19 Vaccination Deployment Plan by the DILG-7, DOH-7 and Philippine Information Agency-7.

The RMCC-7 special meeting was also attended by all city and provincial directors of DILG-7, and technical staff from the LGMED-7 headed by Atty. Ian Kenneth Lucero.

Townhall on Covid-19 vaccination held

To develop a network of vaccine advocates to champion the cause of inoculation and promote demand generation, the Department of the Interior and Local Government (DILG)-7 in parnership with the Department of Health (DOH)-7 and the Philippine Information Agency (PIA)-7 held a town hall meeting to support the government’s COVID-19 immunization program participated in by representatives from the Association of Barangay Councils, Barangay Health Workers, Talisay City’s COVID-19 response team and contact tracers from the City of Talisay on July 27, 2021.

Leading the conduct of the town hall meetings were Rommel Correa, Emergency Operations Center (EOC) Manager and Project Development Management Unit (PDMU) Chief of DILG 7; Dr. Shelbay Blanco, Medical Officer III of DOH CVCHD; Fayette C. Riñen, Regional Director of PIA 7; Hon. Gerald Anthony V. Gullas, Jr., City Mayor of Talisay; and Dr. Lino S. Alanzado, Talisay City Health Officer.

Correa urged the Punong Barangays, barangay officials and Barangay Health Workers (BHWs) to lead the information drive on their respective communities by providing factual information to their constituents on COVID-19 vaccination.

The activity followed by an open forum which served as an avenue to hear and answer the thoughts and questions of the town folks on COVID-19 vaccination.

Participants signed the Pledge of Commitment in support of Resbakuna advocacy campaign.

Voluntary blood donors were DILG-7 personnel and contact tracers from sub-regional offices: DILG Cebu City, DILG Lapu-Lapu City, DILG Mandaue City, and DILG Cebu Province.

The activity is part of the countrywide celebration of the National Blood Donors’ Month.

DILG-7 receives recognition for support to NVBSP

DILG-7 receives a certificate of appreciation from the Department of Health (DOH-7) for its active participation and invaluable support to the latter’s National Voluntary Blood Services Program.

Local Government Capability Development Division (LGCDD) Chief Maria Thelya Oporto received the certificate on behalf of DILG-7 Regional Director Leocadio Trovela last July 22, 2021, at the Quest Hotel in Cebu City.

Also awarded were local government units, partner NGAs and private sectors who have helped in DOH’s National Voluntary Blood Services Program.

The month of July is declared as the National Blood Donors’ Month pursuant to Presidential Proclamation No. 1021.

Cebu joins nationwide Bike for Peace and Justice drive

To call for lasting peace in conflict-affected and conflict-vulnerable communities, cyclists in Cebu City went out to join the Bike for Peace and Justice on Saturday morning, July 17, 40 days after the death of cousins Keith and Novelen Absalon.

Before the participants traversed the 17-kilometer route within the streets of Cebu City, a short program was held at the Plaza Independencia following the minimum health protocols.

The bike-for-a-cause was a nationwide activity, calling for prayers and justice to Kieth and Novelen Absalon, who died after an explosive planted by the suspected New People’s Army (NPA) detonated while they were biking in Masbate City last June 6.

Kieth was a promising football player, playing for the Far Eastern University in the UAAP. In his welcome message, DILG-7 Director Leocadio Trovela thanked the participants for coming out and giving their time.

“The kindest thing we can do for loved ones or someone is to come together like this in early morning of Saturday to offer our time as we share the agony of losing someone so young,” said Dir. Trovela.

Cebu City Councilor Joel Garganera, a biker himself; Atty. Mark Gregory Avila, president of Young Lawyers Association of Cebu (YLAC); Atty. Cheryl Condat; president, IBP-Cebu Chapter; and former rebel Ka Dereb, all gave their message of support.

Ka Dereb said that it pains him to see innocent and young people with bright futures die as victims of crimes against humanity of the communist terrorist groups.

The activity capped off with the Call to Action to Peace and Justice/ signing of the covenant. Lawyer Ian Kenneth Lucero, DILG Cebu City Director and Chief of LGMED, recited the manifesto along with the participants.

2021 Pre-Sona forum held in Cebu

DILG, the chair of the Participatory Governance Cluster (PGC), together with co-chair the Department of Budget and Management, spearheaded the presentation of accomplishments and scale-up plans for the cluster.

The Pamana ng Pagbabago: The 2021 Pre-Sona Forums is in preparation for the sixth and final State of the Nation Address of President Rodrigo Roa Duterte.

Participants during the blended forum were cabinet cluster secretaries, PGC member agencies, local chief executives and sectoral representatives.
