The national campaign dubbed as Bida ang May Disiplina: Solusyon sa COVID-19 campaign officially rolled out in Central Visayas through a virtual launch on March 26, 2021, Friday via Zoom and Facebook Live. 

Highlight of the activity was the presentation and conferment of BIDA ang May Disiplina Ambassador, Dumaguete City Mayor Felipe Antonio Remollo. 

Regional Director Leocadio T. Trovela said that the regional office nominated Mayor Remollo for his outstanding achievements in instilling the culture of discipline among his constituents and has executed sustainability measures for the DILG’s pillars for the Disiplina Muna campaign.

“Under his administration, he initiated the Discipline Zone Project in cooperation with DILG which led to the apprehension of 24, 853 violators for obstructing the flow of traffic from February 2018 to August 2019. This project was undertaken long before the presidential directive on road clearing,” said Trovela. 

“To promote participatory governance and prevent violent extremism, his city has been one of the active partners in the government’s efforts to end local communist armed conflict and became the first local government unit in the country to accept the challenge to host the first-ever Dagyawan sa Barangay at Serbisyo Caravan launch,” he added.

To recall, DILG Central Office issued a memorandum dated directing DILG regional offices to designate local chief executives in each region as regional champions of the Disiplina Muna advocacy.

Mayor Remollo expressed his gratitude for being selected as the regional ambassador as it speaks volumes on Dumaguete City’s revitalized effort amid the public health crisis. 

Being a center of trade and commerce in Negros Oriental, Remollo said that they have to be creative on their COVID-19 protocols. During the height of COVID-19 pandemic in 2020, Dumaguete City managed to maintain zero active cases in the first four to five months. 

 “I would like to emphasize that there’s no one formula to combat this COVID-19 virus because there are different situation and condition prevailing in the LGU,” said Remollo, who shared the best practices of Dumaguete City. 

On the other hand, to debunk myths and fake news on the COVID-19 vaccines, Department of Health (DOH’s) Medical Officer III Van Philip P. Baton discussed the #Resbakuna Debunking the Myths, which is part of the nationwide information drive on Covid-19 vaccination. 

Baton emphasized that Covid-19 vaccine is an ally rather than an enemy. 

“We need to vaccinate 70 percent of our population to see the signification reduction of Covid-19 cases,” he said. 

“All vaccines in the market are guaranteed to prevent COVID-19 severe effect,” he added.

In support to the Disiplina Muna campaign, BFP 7 Deputy Regional Director Supt Rogelio Bongabong, BJMP-7 Jail Chief Superintendent Efren Nemeño, PRO-7 Regional Director PBGen Ronnie Montejo, National Youth Commission Cebu cluster head Dr. Sheridan Athena Gajete and President of Liga ng mga Barangay Region 7 chapter Dr. Romulo Cepedoza gave their video message of support to the campaign. Lastly, the local government units and the partner institutions made the Pledge of Commitment to adhere to the practices of Disiplina Muna. 

World Water Day: DILG-7 advocates global water crisis awareness

In celebration of World Water Day 2021, DILG-7 joins the nations in advocating awareness of the global water crisis and supporting the Sustainable Development Goal (SGD) 6: water and sanitation for all by 2030.

The regional office on Monday, March 22, conducted a virtual flag-raising ceremony organized by the Local Government Capability Development Division.

It was attended by employees of DILG-7 regional office and field office in Bohol, Siquijor, Negros Oriental, Cebu, Lapu-Lapu City, Mandaue City and Cebu City.

“I’d like to assure our team that the regional office is committed to supporting you within our capacity,” said Regional Director Leocadio Trovela in his virtual message of support to DILG personnel.

“Despite the challenges brought by the pandemic, we’re still able to move around to work on our deliverables, and I commend the team for that,” he added.

DILG Undersecretary Bernardo Florece Jr., the Department’s officer-in-charge, also sent his message of support thru a video message.

“As we celebrate World Water Day 2021, bannering the theme Valuing Water, we strive to heighten our awareness and bring to life the importance of providing, protecting and ensuring the sustainability of our fast-depleting water resources,” said Florece.

The virtual flag-raising ceremony is a prelude to the 2021 water day virtual program set on Friday. This will be attended by DILG employees and barangay officials in Central Visayas.

In participation to the series of activities related to the 2021 Quincentennial Commemorations, DILG-7 Director Leocadio Trovela and LGMED chief and concurrent DILG Cebu City officer-in-charge Atty. Ian Kenneth Lucero, joined the rest of the local officials and organizing team in witnessing the historic arrival of Spanish navy training ship Juan Sebastian Elcano in Cebu on March 20, 2021.

The ship’s visit to Cebu from March 20 to 22 reenacted the first circumnavigation of the globe 500 years ago.

It was also part of the 500th anniversary celebration of the birth of Christianity in the Philippines.

Culminating the goodwill port call was the exchanging of gifts between the Cebu City Government led by Mayor Edgardo Labella and Vice Mayor Michael Rama and Embassy of Spain in Manila represented by Deputy Head of Mission Amaya Fuentes Milani.

All CV LGUs now use S-PaSS

All local government units in Central Visayas officially activated their Safe, Swift, and Smart Passage (S-PaSS) Travel Management System accounts in compliance with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases Resolution No. 101, s. 2021 that institutionalized the use of the system as the one-stop-shop application/communication for travelers.

In addition, all provincial, city and municipal S-PaSS focal persons in the region attended the two-day virtual orientations organized by Department of the Interior and Local Government (DILG)-7 and Department of Science and Technology (DOST)-7 on March 18 and 19.

DOST-6 Science Research Specialist II Garry Balinon served as the resource speaker and discussed the features and importance of S-PaSS.

DILG-7 initiated to conduct its own virtual trainings for the local government units in the region that were not able to attend the nationwide trainings hosted by DOST from March 5 to 12 due to limited slots per schedule.

DILG-7 Director Leocadio Trovela urged the participants to ensure the safety of the travelers as the country works toward the revival of the pandemic-battered economy.

ROAD CLEARING DIRECTIVE | Compliance of LGUs in CV validated

The compliance of all local government units in Central Visayas with the road clearing directive has been validated as of March 2, 2021.

The road clearing validation was scheduled from February 16 to March 2.
 
To ensure the impartiality of the validation process, validation teams composed of a representative from the Department of the Interior and Local Government, Philippine National Police, Bureau of Fire Protection, and a civil society organization were created and cross-posted, which means they must not be assigned in their original LGU of assignment or residence.

For island provinces such as Bohol, Negros Oriental, and Siquijor, cross-validation is conducted within the province due to travel restrictions.
 
On March 9, DILG-7 submitted to DILG Central Office the consolidated LGU compliance data as well as the pertinent documents. However, DILG-7 cannot disclose the validation scores yet so as not to preempt the deliberation and determination of the Ad Hoc Committee on Road Clearing Compliance, which will be the one to determine if the LGU has passed or failed.
 
But per initial information from DILG-7 sub-regional offices, Local Government Monitoring and Evaluation Division Chief Atty. Ian Kenneth Lucero said the efforts of Highly Urbanized Cities in the region such as Cebu City, Mandaue City and Lapu-Lapu City to comply with the President’s directive are commendable.
 
LGUs that may be determined to have unsatisfactorily complied with DILG’s road clearing issuances (Memorandum Circulars 2020-027 and 2020-145) will be individually notified of their areas for improvement (AOIs) and provided with an additional 30-day period to comply.
 
After the 30 days, these LGUs will be revalidated by the Ad Hoc Committee.
 
To recall, the conduct of road clearing operations was suspended in light of the threat of COVID-19 starting on March 15, 2020 and resumed on November 16 in view of the flattened COVID-19 curve and improved quarantine classifications.
 
The effort forms part of the COVID-19 response and recovery interventions under Republic Act 11494, or the Bayanihan to Recover as One Act, which provided for the regulation of traffic on all roads, streets and bridges and removal of encroachments and illegal constructions in public places.
 
Local governments were given until February 15, 2021 to comply with the directive in accordance with their respective community quarantine classification.
 
The road clearing program was fully implemented in Central Visayas since all provinces and highly urbanized cities are already under Modified General Community Quarantine.
 
Earlier, DILG-7 Director Leocadio Trovela remained optimistic that the LGUs could achieve a higher compliance rate or sustain the gains from last year when there was a significantly high compliance rate of more than 90 percent in the region.
 
DILG-7 thru its field offices have worked closely with the LGUs and other stakeholders to fully comply with the said presidential directive.

RDC-7 endorses over P1.9B ELCAC projects

The Regional Development Council in Central Visayas has endorsed to the national line agencies and National Task Force-Ending Local Communist Armed Conflict (ELCAC) over P1.9 billion worth of priority programs, projects and activities of the target barangays in the region.

During its first quarter full council meeting on February 26, the body agreed to endorse all 326 ELCAC projects amounting to P1,986,998,250 for inclusion in the FY 2022 budget.

Of the total amount, the province of Negros Oriental proposed the biggest chunk amounting to P1,144,998,250 allocation for its 25 target barangays while Bohol Province proposed P524,915,000 allocation for its 19 target barangays. Further, Cebu Province proposed P317,750,000 budget allocation for its 7 target barangays.

Department of the Interior and Local Government-7 Director Leocadio Trovela thanked the regional line agencies and the four sub-sectoral committees of RDC for the support and endorsement of the proposed ELCAC PAPs.

Trovela informed the body of the successful conduct of the Dagyawan sa Barangay in 2020 which covered all target local government units in the region.

In 2020, Central Visayas has 51 target barangays under ELCAC-Retooled Community Support Program.

The endorsed programs, projects and activities aimed to attain inclusive and sustainable peace through intensified development and other peace-building initiatives in conflict-affected and conflict-vulnerable communities pursuant to Executive Order No. 70 which created task forces to end armed conflict in the country.

 

Dagyawan sa Barangay: Projects for island barangay closer to fruition

The Department of the Interior and Local Government (DILG)-7 has turned over the proposed priority programs and projects of Brgy. Bitoon, Kinatarcan Island under the Retooled Community Support Program (RCSP).

DILG Undersecretary Marjorie Jalosjos, Regional Director Leocadio Trovela, Cebu Provincial Director Jhoaden Lucero and Municipal Mayor Ithamar Espinosa led the turnover ceremony during the Dagyawan sa Barangay on Friday, March 5, 2021, in Santa Fe, Bantayan Island.
 
DILG-7 and LGU Santa Fe held the turnover ceremony on the pristine beach of Santa Fe, making it the very first Dagyawan sa Barangay on an island, which is located 45 minutes away from the mainland.
 
Usec. Jalosjos announced that the Regional Development Council-7 has already endorsed over P1.98 billion worth of proposed ELCAC priority programs, activities, and projects for inclusion in the FY 2020 budget for Central Visayas. This includes the project of the Municipality of Santa Fe.
 
“With this, we congratulate the LGU of Santa Fe for the successful holding of the solution-seeking discussion. The DILG-7 team is documenting this activity for replication to other LGUs in the region,” Usec. Jalosjos said in her speech.
 
At least P20 million worth of proposed projects of Kinatarcan Island have been included in the submission for funding from the national government thru bottom-up planning and budgeting.
 
Dir. Trovela urged the people of Santa Fe to believe in the process of RCSP.
 
“Sana hindi matapos ang ating ginagawa sa ganito na ceremony. Gusto naming e-emphasize na ang mamamayan ang nakaka-alam sa solusyon sa kanilang community at ang aksyon ay nasa pamahalaan,” he said.
 
Provincial Dir. Lucero, on the other hand, emphasized that the Dagyawan sa Barangay is about engaging local communities to be participative, looking into their needs and bringing them closer to the fold of the government.
 
“We’re putting an avenue where people can voice out their concerns. Our intention is to help and assist the LGUs and forward the projects to the local or national government,” she said.
 
Mayor Ithamar P. Espinosa recognized the efforts of the DILG and NGAs implementing the RCSP.
 
“On behalf of the people of Santa Fe, who are indeed the ultimate recipients of this magnanimous gesture. I express our commitment and unwavering support of the RCSP team and core team. And, with grateful appreciation I convey our sincerest thanks to the people behind the crafting of this invaluable and noble initiative a reality,” expressed Espinosa.
 
Bitoon Punong Barangay Marcos Gilbuena said that with this program they felt that the government didn’t take them for granted.
 
“Atong gibuhat karon nagpasabot nga ang goberno wala magpasagad o ako mismo wala magpasagad sa akong barangay,” Gilbuena said.
Also present in the program were Col. Jerry Borja, the Commander of Task Group Cebu-Bohol-Siquijor; and PLTCol Nasruddin Tayuan, the deputy provincial director for operations of Cebu Provincial Police Office, who represented PBGen Ronnie Montejo, PRO-7 Regional Director.
 
“Our presence today indicated that we are united on one goal which is peace and development,” said Borja.
 
Dir. Trovela appreciated LGU Santa Fe for showcasing its brand—beach and tradition–during the turnover ceremony.
 
Dagyawan sa Barangay, which started in Negros Oriental in 2019, is a Hiligaynon term to mean “bayanihan” or “togetherness.” Last year, DILG-7 hosted Dagyawan sa Barangay in six targeted areas in Dumanjug, Cebu Province.
 

Annual Report 2019

In 2019, DILG-7 intensified its activities, campaigns and programs aimed at achieving sustainable peace in the region especially in priority areas. As an emblem of this unified effort, two doves representing the government (blue) and the people (yellow) appear on this year’s cover for the 2019  DILG-7 Annual Report, flying together towards a shared goal with the blue dove bearing set of images which trumpet the activities, campaigns and programs of the Department.

The blue and yellow combination signifies the color brand of DILG while the green leaves on the beak of the doves symbolize hope to achieve the Department’s pursuit towards sustainable peace and good governance through honest, efficient and reliable public service.
