DILG-7 holds CDP Table Assessment for HUCs

The Department of the Interior and Local Government (DILG-7) conducted a Comprehensive Development Plan (CDP) Table Assessment Plan to Highly Urbanized Cities (HUCs) from June 30 to July 1, 2021, at the Golden Prince Hotel & Suites in Cebu City.

The two-day activity spearheaded by DILG-7 through the Regional CDP Technical Assessment Committee (TAC) was participated by cities of Mandaue, Lapu-Lapu and Cebu.

DILG-7 Regional Director Leocadio Trovela graced the opening day and delivered his message to the participating LGUs and the regional line agencies, namely: DBM-7, NEDA-7, DOH-7, DOT-7, DSWD-7, DPWH-7 and DHSUD-7.

Activities conducted were discussions on the mechanics of the CDP Table Assessment, assessment of HUC’s CDP and presentation of the assessment result, and an open forum. The HUCs were represented by City Planning and Development Coordinators and CPDO staff. Day 1 was for the cities of Mandaue and Lapu-Lapu, while the second day was for Cebu City.

Info drive on Covid-19 vaccination ramps up with 4 town hall meetings in June

Townhall meetings centered on addressing vaccine hesitancy, increase demand generation of vaccines and debunking myths were conducted in four LGUs in Cebu Province for the month of June this year.

In efforts to intensify the information drive in the region, the Department of Interior and Local Government (DILG-7), Department of Health (DOH-7) and Philippine Information Agency (PIA-7) hold town hall meetings in San Remigio on June 8, Daanbantayan on June 9, Carcar City on June 15 and Cordova on June 22.

DILG-7 urged the local government units, Punong Barangays, barangay officials and Barangay Health Workers (BHWs) to lead the information drive on their respective communities by providing factual information to their constituents on COVID-19 vaccination.

“At first, I’m hesitant on COVID-19 vaccine because of my high blood pressure. But after I heard the facts, I might eventually get the vaccine shot,” said Barangay Bangbang councilor Milcris Jose Timaan Inoc in Bisaya during the open forum in Cordova town hall meeting.

Leading the conduct of the town hall meetings were Dr. Shelbay Blanco, Medical Officer III of DOH CVCHD; Fayette C. Riñen, Regional Director of PIA 7; and Rommel Correa, Project Development Management Unit (PDMU) Chief of DILG 7.

Correa pointed out that public information officers have a crucial role in information dissemination in the community.

“We at DILG-7, DOH-7 and PIA-7 are asking (PIOs) to help us in advocating the COVID-19 vaccination plan. We ask you to give reliable and accurate information in your communities,” he said.

Participants signed the Pledge of Commitment in support of Resbakuna advocacy campaign.

52 LGUs in Cebu complete NEO orientation course

Department of the Interior and Local Government (DILG)-7 Leocadio Trovela lauded the efforts of the vice mayors and members of Sangguniang Panglungsod and Sangguniang Bayan in their continued pursuit to genuine local development during the Newly-Elected Officials (NEO) Orientation Course Cum Seminar on Mental Health, Legislation and Philippine Government New Normal System at the Maayo Resort in San Remigio, Cebu on Tuesday, June 1, 2021.

A total of 52 LGUs from Cebu participated in the seminar, which capped off Tuesday with the 10th and final batch from Bogo City and municipalities of Madridejos, Sogod, Borbon and Ronda.
 
DILG-7 personnel together with the Local Governance Regional Resource Center (LGRRC) and other national government agencies provided technical assistance during the course of the seminar to further capacitate local officials in adopting new normal in governance through responsive legislation.
 
DILG-7 resource speakers were Cebu Provincial Director Jhoaden Lucero; LGMED Chief and the concurrent OIC of DILG Cebu City Atty Ian Kenneth Lucero; Atty. Gerlyn Mae C. Sayson of LGMED; DILG Lapu-Lapu City OIC Jonah V. Pino; LGOO V Jerson Obo; LGOO III Jupiter Dawa; among others.
 
“Very critical ang role ng Vice Mayors and Sangguniang in pursuit of genuine local development,” said Dir. Trovela.
 
Further, Dir. Trovela asked the vice mayors and Sangguniang members to continue supporting DILG’s programs especially on the campaign against illegal drugs, anti-insurgency, environmental programs and the ease of doing business.
 
“We have come a long to refresh ourselves with relevant issues, matters concerning our field of specialization that is crafting legislative measures. The learning we acquired wants the usual basic functions of legislators instead we were equipped with relevant issues and doable learnings that we can effectively and efficiently use to accomplish worthwhile legislative measures when we go back to our respective LGUs,” said VMLP-Cebu Chapter president and Talisay City Vice Mayor Alan Bucao in his closing remarks.
 
Participants were the Vice Mayors and the Sangguniang Panlungsod/Bayan Members from highly urbanized cities, component cities and municipalities of Cebu Province.
 
Following the minimum health standard set by the Inter-Agency Task Force, the orientation course was divided into 10 batches from April 26 to June 1 at BAI Hotel in Mandaue City and at Maayo Hotel in San Remigio.
 
The NEO program is a continuing intervention of the DILG through the Local Government Academy in its commitment to provide a harmonized and holistic capacity development delivery mechanism for local governments all over the country.

Sector reps gather in reg’l confab for peacer and development

Different civic organizations in Central Visayas convened to discuss peace-related concerns and plans with the government during the two-day Regional Conference for Peace and Development (RCPD) at the Cebu Technological University – Danao Campus in Danao City, Cebu last May 12-13.

Representatives from Indigenous Peoples (IPs), Labor, Farmer & Fisherfolk, Peasant, Youth, Women’s and Urban Poor met with some officials from the national government agencies (NGAs) and thoroughly tackled concerns that needed intervention from the government within the framework of peace and development.

Department of the Interior and Local Government (DILG) Undersecretary Epimaco Densing III graced the second day of the activity in Danao City, where sectors presented issues and concerns to the government.

DILG Usec Marjorie Jalosjos, meanwhile, joined via Zoom. Also present were DILG-7 Regional Director Leocadio Trovela, DILG-7 Provincial Director Jhoaden Lucero, and officials from the regional line agencies.

“We heard your presentations, we heard what’s in your heart, and we heard your concerns that needed action from the government. In the administration of President Rodrigo Duterte, we listen to the people,” said Densing in his message to sector leaders and participants.

Densing stressed that the government needs participation from sectors in carrying out programs since no country would prosper without the active participation of its people.

Sector leaders and government representatives crafted action plans thru plenary and breakout rooms on the first day and presented the same on the second day.

“The primary mission of the Sectoral Unification, Capacity-Building Empowerment and Mobilization Cluster (SUCBEM) Cluster is to engage, unify, capacitate, empower and mobilize all sectors of the society to be free and resistant to infiltrations activities,” said Trovela in his opening remarks.

“With this, it is crucial to establish a genuine platform for advocacy and legitimate concerns of the sectors to effectively address gaps in governance and have an idea of what interventions and policy recommendations can help,” he added.

SUCBEM is one of the 12 clusters of the Regional Task Force on Ending Local Communist Armed Conflict (RTF-ELCAC).

RCPD was the first phase of SUCBEM flagship program for SONA Campaign Plan 2021. The next phase will be the preparatory work for the formulation of peace and development agenda that will be used for crafting the Social Reform Agenda of the Basic Sectors.

The agenda will then be proposed to be part of President Duterte’s speech in the State of the Nation Address (SONA).

PH’s 17th historical marker unveiled in Dumaguete City

In support to the commemoration of the 500th anniversary of the world’s first circumnavigation, the Department of the Interior and Local Government (DILG)-7 graced another unveiling ceremony of a historical marker in Dumaguete City, Negros Oriental.

Members of the National Quincentennial Commemorations (NQC) Committee together with the national government, Dumaguete City LGU, the Provincial Government of Negros Oriental and DILG-7 mounted the Panilongon Historical Marker in Rizal Boulevard, which is the 17th of the 34 markers in the country that tagged as areas covered in the Magellan-Elcano expedition route, last May 4.
 
Spearheading the activity were Cabinet Secretary Karlo Nograles, along with National Historical Commission of the Philippines (NHCP) Commissioner Dr. Earl Jude Cleope, Presidential Communications Operations Office (PCOO) Undersecretary Atty. Marvin Gatpayat, Philippine Information Agency (PIA) Director-General Undersecretary Ramon Cualoping III, DILG-7 Regional Director Leocadio Trovela and Negros Oriental Gov. Roel Degamo.
 
Other officials present during the unveiling rite were Atty. Lessandro Maraon of the Office of the Presidential Assitant for the Visayas, Philippine National Police Directorate for Integrated Police Operations in the Visayas PBGen. Herminio Tadeo Jr., and Dumaguete City Mayor Felipe Remollo.
 
The historical marker in Dumaguete City has a unique design as it stands between a replica of a tip and rear of a galleon ship used by explorer Ferdinand Magellan in his quest for Moluccas of Spice Islands which eventually led him to the Philippines.
 
With its design and perfect location, Secretary Nograles believes that the marker will become one of the tourist attractions in the city once tourism industry operation goes full swing.
 
“It is in solidarity with the international project of tracing the route of the unprecedented achievement of humanity and science which proved that the world is indeed round and not flat. One of this we now have and celebrate here in our midst. Now we will have this historical landmark added to the many reasons why everyone should get to visit and discover Dumaguete in the new normal,” he added.
 
Mayor Remollo, for his part, underscored that the marker was a total community effort as different groups in the city worked together to bring the project to fruition.
 
“To all of you, we dedicate this historic landmark. Without the 17th marker, the expedition of Ferdinand Magellan and Sebastian Elcano would not been complete. Each marker is important singularly and as a whole,” Remollo said in his speech.
 
A total of 34 historical markers were installed in key places in the Visayas, Palawan and Mindanao. The unveiling of all these markers is penciled to be completed by October this year.
 
DILG-7 also graced the unveiling of historical markers in Camotes Island, and other activities related to the 2021 Quincentennial Commemorations in Lapu-Lapu City and Cebu City.

DILG-7 holds 2nd knowledge sharing webinar with Information Officers

As part of strengthening the DILG-7 Local Government Resource Center, the Regional Information Unit organized the 2nd capacity development activity dubbed as “Knowledge Sharing: Producing Contents for IEC Materials” on April 30, 2021, Friday, via Zoom.

The event was attended by all information officers and focal persons on annual report and newsletter from the regional office, DILG-7’s sub-regional offices, and field offices.

The activity aimed to strengthen Local Government Regional Resource Center, assist in the submission of materials for the two official publications of DILG-7 Annual Report and Kalambuan quarterly newsletter, and extend support to sub-regional offices and divisions in crafting their own digital publications.

“Sharing of timely and relevant information has never been more crucial especially in this time of pandemic when the public needs it the most. It is also a high time to take advantage of the digital media, especially now when most people are often online,” Regional Director Leocadio Trovela said in his opening remarks.

“Congratulations to everyone!I encourage the others to follow suit. The regional office, especially the Regional Information Unit, is always ready to lend a hand in your pursuit of strengthening your IEC efforts,” he added.

LGOO II Michael Braga, regional information officer, gave a thorough discussion on the salient points of content development, the importance of IEC, basic principles of developing content, among others.

On the other hand, DMO III Grace Melanie Lacamiento underscored the significance of news judgement which will guide the information officers in determining what stories to write and what to include in the story.

DILG-7 information officers Richiel Chavez and Kent Vincent Divinagracia discussed the fundamentals of photojournalism and newsletter design and visual dynamics, respectively.

DILG Cebu City officer-in-charge Atty. Ian Kenneth B. Lucero also shared the best practices of their first-ever digital flip publication named PAKASARITAAN.

“PAKASARITAAN is an Ilocano word means a history or narration. True to its name, PAKASARITAAN serves as means of preserving a history or a chronicle that can be passed from one generation to the next to look back and learn from,” he said.

“This newsletter publication will cover the DILG activities, barangay operations and the city operations,” he added.

Assistant Regional Director Maria Loisella Lucino, for her part, underscored the role of information officer in maintaining the image of the Department,thus, the need for capacity building activities to further improve their skills.

“Very critical ang role sa information officer because ang information officer are the face of the department and with the organization,” she said during her closing remarks.

“Dapat credible, accurate atung mga data nga ipang share because kailangan man pud natu i-maintain ang image sa atung department,” she added.

This is the second information sharing with the information officers this year, the first was the webinar on “Refocused Development Communication Towards Engaged Information Officers in the Digital Age.”

P11-M locally-funded project in Badian completed

The Municipality of Badian can now utilize its newly-completed evacuation center that would shelter vulnerable communities from 29 barangays in times of natural disasters.

Last April 22, the evacuation facility equipped with disaster tools and funded by the Department of the Interior and Local Government (DILG) under the Local Government Support Fund-Assistance to the Municipalities program (LGSF-AM) was turned over to LGU Badian.


DILG-7 Regional Director Leocadio T. Trovela graced the blessing and inauguration ceremony together with DILG Cebu Province cluster head Wyndell Valle, who represented Provincial Director Jhoaden Lucero, and DILG officers Jose Meneleo Aquino and Glenda Gabuya.


Badian LGU, led by Mayor Carmencita Lumain and Vice-Mayor Fructuoso Caballero, expressed their gratitude to the Department for the said project, which is worth P11.3 million.


The project’s first phase costs P5.9 million while the second phase costs P5.3 million under the 2018 and 2019 LGSF-AM FY.


“Di namo malimtan ang inyong gidala nga serbisyo publiko sa among lungsod (we will never forget the services you bring here in our municipality),” said Caballero.


Dir. Trovela, for his part, said the project is a result of the town’s good governance.


“The AM program is not a dole-out project because the release of funds shall be subject to the compliance of the municipal government to several good governance requirements and the DILG Local Development Council Functionality Assessment,” he stressed.


“The Department ensures that these projects adhere to the national standard and policies of construction and rehabilitation in all applicable phases from project preparation to completion,” added Dir. Trovela.


On the same day, Badian also inaugurated its new Fire Department and Agriculture Office funded by the LGU.

Locally funded projects in Camotes Island, Cebu come to fruition

Local government units in Camotes Islands expressed their gratitude to the Department of Interior and Local Government (DILG) for pouring in infrastructure projects in their area which has improved the services for the community.

In his recent visit to Camotes Island, DILG-7 Director Leocadio Trovela checked on the progress and status of completed and ongoing projects funded by the Department thru its Assistance to Municipalities (AM) and Performance Challenge Fund (PCF) programs.

Municipality of Tudela Mayor Greman Solante showed to Trovela the completed the road concreting project at the Gomez Street, Northern and Southern Poblacion in Municipality of Tudela. He said the project has significantly put so much convenience to the riding public and improved the access to the covered barangays. 

The said project, worth P6.5 million under the AM program of the DILG, is already 100 percent completed and liquidated. 

Trovela, together with Mayor Solante and MLGOO Lovi de la Cruz, also visited the town’s Passenger Terminal at the Hagutapay Wharf in Barangay Puertobello.

The P2-million terminal project is under the Performance Challenge Fund 2017 received as Tudela’s incentive for being an Awardee of Seal of Good Local Governance (SGLG) in 2017.  It’s currently 98 percent complete. 

Meanwhile, Trovela also paid a courtesy visit to San Francisco Mayor Alfredo Arquillano Jr. and Pilar Mayor Manuel Santiago.

The unveiling was part of the commemoration of the Quincentennial anniversary of the world’s first circumnavigation led by Ferdinand Magellan. 

DILG-7 joins historical markers unveiling in Camotes Island

As partner to the historical event, Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela and DILG Cebu Provincial Director Jhoaden Lucero gave their full support to the unveiling of the historical markers in Camotes Island on Tuesday, April 6, as part of the commemoration of the Quincentennial anniversary of the world’s first circumnavigation. 

The unveiling of historical markers was led by the Office of the Presidential Assistant for the Visayas (OPAV) on behalf of the National Quincentennial  Committee. 

Together with local officials, Trovela and Lucero graced the unveiling ceremonies in three municipalities in Camotes Island—Pilar, Poro and San Francisco, which were said to be part of the route of Ferdinand Magellan’s expedition before arriving in Mactan Island, Cebu 500 years ago.

In Pilar, Mayor Manuel Santiago, Undersecretary Anthony Gerard Gonzales, Trovela and DepEd’s Marilyn Andales unveiled the historical landmark at 9 a.m in front of Pilar’s municipal hall. 

Later in the afternoon, the landmark in the Municipality of Poro located at Mactang Public Beach Barangay Esperanza was unveiled. Poro Mayor Edgar G. Rama delivered his acceptance speech virtually since he’s currently on isolation.

The day capped with the unveiling of historical marker  in the Municipality of San Francisco, right across the municipal hall, which was spearheaded by San Francisco Mayor Alfredo Arquillano Jr.

WORLD WATER DAY | DILG Cebu Province wins inter-SRO infographic competetion

The importance of conserving water amid the growing population, impacts of climate change and the increasing demands of agriculture and industry, got the emphasis in a virtual event hosted by the Department of the Interior and Local Government (DILG)-7 on Friday, March 26, 2021.

In support of the advocacy of water conservation, regional office conducted the Inter-SRO Infographs Competition which highlighted the World Water Day 2021: Disiplinado sa Impormasyon sa Tubig virtual event. 

DILG Cebu Province racked up the highest score from six judges to win first place coupled with a P5,000 cash prize. DILG Siquijor and Cebu City placed second and third and won P3,000 and P2,000, respectively. 

LGCDD Chief Maria Thelya Oporto spearheaded the online awarding.

The activity mainly promoted water conservation and showed support to the achievement of Sustainable Development Goal (SGD) 6: water and sanitation for all by 2030.

“Even in this time of the pandemic, I encourage everyone to promote and practice the conservation of water, that we can protect ourselves from COVID-19 by frequently practicing hygienic measures such as proper handwashing and at the same time conserving this valuable resource,” read part of the message of Regional Director Leocadio Trovela delivered by LGMED Chief Atty. Ian Kenneth Lucero. 

“There is an urgent need to minimize the water wastage which is brought about by the overuse and mismanagement of water despite its scarce supply,” it added. 

Resource speaker, Edna Inocando, MCWD’s Public Information Division Manager, shared to participants the ways and alternatives of conserving water including her insights on the water crisis.  

“For us in MCWD, we value water very much considering that it is our mandate to provide safe potable water and protecting the water sewage system in Cebu,” she said. 

The morning activity was part of the back-to-back program in line with the Department’s relaunch of the Disiplina Muna advocacy.
