Different government offices and stakeholders in the Visayas have joined forces with the DILG-7 to encourage the public to become staunch advocates in weeding out illegal drugs during the simultaneous launch of Buhay Ingatan, Drogaโ€™y Ayawan (BIDA) program on Saturday morning, November 26, 2022.

DILG-7 in partnership with its attached agencies, local government units, some government offices, and private groups launched the flagship campaign against illegal drugs for the Visayas Cluster at the Plaza Independencia, Cebu City.

The participating partners were PRO 6 and 7; PDEA-7; DepEd; DOH-7; Napolcom-7; Tesda; DSWD; Philippine Information Agency; Philippine Coast Guard Visayas; DDB; BJMP; BFP; PSA; AFP; the cities of Cebu, Talisay, Mandaue, and Lapu-Lapu City; Batang Kaparis ni Rizal; Philippine Chinese Chamber of Commerce; Mandaue City Chamber of Commerce; Safehaven Rehabilitation Cebu; and Maharlika Marcos Loyalist (MML).

BIDA promotes a whole-of-nation approach in advocating and helping the government end the countryโ€™s illegal drug problem. It puts a premium on drug demand reduction and rehabilitation in the communities and underscores the role of drug enforcement agencies and other concerned government offices. The launch was undertaken simultaneously nationwide.

Other venues were in Quezon Memorial Circle in Quezon City, Xavier Ateneo Sports Centre in Cagayan de Oro City, and Peopleโ€™s Park in Davao City.SILG Benjamin โ€œBenhurโ€ Abalos, Jr., who was at the Quezon City launching, said that the key to the success of BIDA is the support of the communities and the people themselves who should reject and say no to illegal drugs and report the drug activities in their areas to the authorities.

“Sa ating lahat, ang hamon ay ugatin natin ang problema ng droga. Dito sa BIDA, hindj lang kapulisan at iba pang law enforcement units ang kikilos, hanggang grassroots kasama natin dapat dito,โ€ he said.

In Cebu City, BIDA campaign took off with a Bike Out, Fun Run, Zumba session and Motorcade, followed by a program at the Plaza Independencia. It was graced by DILG Undersecretary Marlo Iringan, Asec. Frank Cruz, Asec Ester Aldana, DILG-7 Director Leocadio Trovela, DILG-8 Director Arnel Agabe, DILG-7 provincial directors Atty. Ian Kenneth Lucero and Jerome Gonzales, city directors Jonah Pino, Johnjoan Mende, and Neila Aquino, and heads of different government offices.

Usec. Iringan in his speech emphasized the importance of the role of private sectors and public sectors in the fight against illegal drugs.

โ€œPangarap po natin ang tahimik at mapayapang lugarโ€ฆ Ito ay laban ng lahat, a whole of nation approach. Tinitingnan natin ang partisipasyon ng private sectors at talaga namang malaki ang role nila lalo na sa pagbibigay ng livelihood program sa sumasailalim sa rehabilitation program,โ€ he said.

The crowd was wowed by the appearance of online icon Berto Plando, Jr., known as โ€œBertaโ€ who used to be a street dweller, as he took the opportunity to inspire others during the launch by sharing his traumatic experience using illicit drugs.BIDA ambassadors Olympian Mary Joy Tabal, Southeast Asian (SEA) Games medalist Andrew Kim Remolino and Nino Surban, and beauty queen Kris Tiffany Janson gave their message of support. LGUs that were recently declared drug-free were also recognized.The Visayas launching capped off with the attendees signing a unity statement to express their commitment to carrying out the BIDA program’s objectives in their respective jurisdictions.

Dir. Trovela bares plans on BIDA to local media

Department of the Interior and Local Government (DILG) Central Visayas Director Leocadio Trovela was interviewed by GMA 7 news anchor Alan Domingo on Friday, November 25, 2022 in Cebu City.

Dir. Trovela talked about the programs of the Department, and the upcoming grand launch of the flagship campaign against illegal drugs, the Buhay Ingatan, Droga’y Ayawan (BIDA) Program.

DILG-7 will host the Visayas leg of the simultaneous launch on Saturday, November 26, at the Plaza Independencia in Cebu City with close to 4,000 expected participants. The BIDA program is an intensified and more holistic campaign against illegal drugs to reduce drug demand in the communities underscoring the PNP, PDEA, NBI & other agencies of government’s continued intensity in the war against drugs within the framework of the law, with respect for human rights, and complemented by rehabilitation and socioeconomic development.

Bureau of Jail Management and Penology (BJMP) 7 newly installed Regional Director JCSupt. Neil R. Avisado, together with JSSupt. Nanding N. Bayle, paid a courtesy visit to Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela on Thursday afternoon at the DILG-7 Regional Office in Sudlon, Lahug, Cebu City.

JCSupt. Avisado, a member of the Philippine National Police Academy โ€œPatnubayโ€ Class of 1995, replaced JCSupt. Efren Nemeรฑo, who was appointed as director of the BJMP National Capital Region.

SILG leads releasing of financial assistance to victims of Odette

Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. applauded the resilience of the Cebuanos amidst the devastation of Typhoon Odette last year.

Interior Secretary addressed this to the crowd during the releasing of financial assistance to Typhoon Odette victims on Friday morning, November 18, 2022, at the Hoops Dome in Lapu-Lapu City, Cebu. 1,000 benefeciaries from Lapu-Lapu City each received P10,000 cash assistance thru the Emergency Housing Assistance Program of the National Housing Authority (NHA).

Present during the releasing in Lapu-Lapu City were DILG-7 Director Leocadio Trovela, NHA General Manager Joeben Tai, NHA-7 Regional Manager Hermes Juntillo, Lapu-Lapu City Mayor Junard “Ahong” Chan, Congresswoman Cindi Chan, City Councilors Annabeth Cuizon and Emilio Galaroza, PCol Elmer Lim, and FSInsp. Anyl Capatoy. Later this afternoon, SILG visits southern Cebu for the 500 beneficiaries in Carcar City and another 500 beneficiaries in City of Naga.

Dagyaw townhall meetings take place in Bohol

Officials from the national government agencies (NGA) led by DILG-7 and civil society organizations converged for a direct interface with citizens in the Regional Dagyaw Open Government Town Hall Meetings in Tagbilaran City, Bohol on Wednesday, November 16, 2022.

The 2022 Dagyaw was conducted simultaneously with participants from Cebu Province and HUCs, Negros Oriental, and Siquijor joining the dialogue thru online platform.Bohol Provincial Governor Erico Aristotle Aumentado gave the welcome message, followed with the discussion of DILG-7’s Director Leocadio Trovela on the Department’s Thrusts Towards Reinforcing Participatory and Transparent Governance.

The resource persons were Tourism Chief Operations Officer of DOT-7 Judy Gabato, Network Coordinator of Kaabag sa Sugbo Foundation Inc. Catherine Ruiz and Bohol Transport Cooperative consultant Joselino Baritua. Participants were given time to raise local concerns and seek guidance from the NGAs in the open forum.

DILG Bohol Province Director Jerome Gonzales delivered the closing message. Later in the afternoon, the sub-regional offices hold a simultaneous Provincial Dagyaw in Cebu City, Dumaguete City, Tagbilaran City and Siquijor.

LGCDD of DILG-7 holds training on Management of the Dead and Missing

The Local Government Capability Development Division (LGCDD) of the Department of the Interior and Local Government (DILG)-7 conducted a Training on the Management of the Dead and Missing Person cum Capacity Development Activities on COVID-19 Response on November 14-16, 2022, at the Golden Prince Hotel and Suites, Cebu City.

The three-day blended virtual and face-to-face training was participated by the DILG Provincial/City DRR-CCA Focal Persons, City/Municipal Local Government Operations Officers (C/MLGOOs), Local Disaster Risk Reduction and Management Officers (LDRRMOs), Local Social Welfare and Development Officers (LSWDOs), Local Health Officers (LHOs), Local Police Officers, and Local Fire Officers of various local government units in Central Visayas.

DILG-7 Regional Director Leocadio Trovela graced the said activity and delivered his welcome message to the participants.DILG-7 DRR-CCA Regional Focal Person Leo Pasilang thoroughly discussed the Rules and Regulations Governing the Management of the Dead and Missing Person and its System Supports to Operations and Reportorial Requirements.

Pasilang likewise discussed the salient features of the Management of the Dead and Missing Person (MDM) Field Manual that contains protocols, guidelines and relevant reference materials, including the various forms to be used for specific MDM-related activities.On the other hand, the topic on the Management of the Dead and Missing Person (MDM) as a Component to Philippine Disaster Risk Reduction and Management System (PDRRMS), National Disaster Response Plan (NDRP), Incident Command System (ICS), and its Facilities was discussed by DILG Negros Oriental DRR-CCA Focal Person Joma Catayas.Medical Officer III of DOH CVCHD Dr. Shelbay Blanco, for his part, discussed the guidelines on the final arrangement of the dead and the key actor/s in the process of handling the body, while Mr. Emil John Arevalo of DOH CVCHD demonstrated the Proper Donning and Doffing of Personal Protective Equipments (PPEs).

.Meanwhile, Medicolegal Officer and Assistant Chief of Regional Forensic Unit VII Benjamin Venancio Lara presented the process and logistical requirements, culturally accepted norms and beliefs in handling dead bodies and body parts.

Likewise, Lara discussed the process of reporting missing persons as well as the proper process of interviewing relatives of victim.For her part, Lilibeth Cabiara, Disaster Response Management Division Chief of DSWD-7, demonstrated the appropriate and sensitive attitude in dealing with bereaved families and presented also the importance in providing initial Mental Health and Psychosocial Support (MHPSS)to bereaved families.During her closing message, Local Government Capacity Development Division (LGCDD)-7 Chief Maria Thelya Oporto also recognized three participants who were the most active and participative among the participants that attended via face-to-face.

Dir. Trovela graces Dagyawan sa Barangay in Bohol

Residents from three barangays of Sagbayan, Bohol have availed different public services during the Dagyawan sa Barangay: Serbisyo Caravan on Thursday, November 10, 2022, in Katipunan Covered Court, Municipality of Sagbayan.

In his message, Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela underscored the important role of the barangay in sustaining the development of the program. Various national government agencies, LGU Sagbayan and Provincial Government of Bohol offered services such as free haircut, feeding programs, free seedlings, free police clearance, wielding training, among others to the beneficiaries from barangays Katipunan, Langtad and Mantalongon.

Training for trainers conducted for Amuma sa Barangay

Field officers from the Provinces of Cebu and Negros Oriental and the highly urbanized cities of Cebu, Lapu-Lapu and Mandaue underwent training of trainers on the implementation of its innovative and multi-sectoral program entitled โ€œAMUMA sa Barangayโ€.

The activity today, November 10, was in preparation for the kickoff of the program in 38 target barangays in the region. Regional Focal Person LGOO V Emarie Quema-Deiparine discussed the concept and design of the program while World Vision Philippines Program Coordinator Mie Laurente explained the modules and facilitated the workshops.

Derived from the Cebuano word โ€œamumaโ€ that means โ€œto nourish, to take care ofโ€, the AMUMA sa Barangay program, which is the brainchild of Regional Director Leocadio Trovela, aims to strengthen the capability of barangay governments in building and sustaining accountable, progressive and self-reliant communities for the benefit of their constituents.

The Department, in close collaboration with partner national government agencies, local government units, and non-government organizations, will undertake a series of activities to capacitate barangay governments in effectively adopting and implementing programs and projects for target vulnerable sectors to ensure economic and livelihood security and inculcate the importance of savings and financial management through the organization of community savings groups and conduct of economic and livelihood skills trainings and other capacity development activities.

DILG-7 awards 25 barangays for SGLGB

The Department of the Interior and Local Government (DILG) Central Visayas awarded 25 barangays in Central Visayas with Seal of Good Local Governance for Barangay (SGLGB) during the Regional Awarding Ceremony on Tuesday, November 8, 2022 in Mezzo Hotel, Cebu City.

Twenty-five out of 3,003 barangays in Region 7 were given the coveted recognition. Awardees from Bohol were barangays Canmaya Diot (Sagbayan), Dipatlong (Maribojoc), East Poblacion (Alburquerque), Moto Norte (Loon), Pinayagan Sur (Tubigon), Talisay (Anda), and Yanangan (Loay); from Cebu Province were Calambua (San Remigio), Mohon (Sogod), Tugas (Madridejos), Toong (San Remigio), from Negros Oriental were Basak (Zamboanguita), San Jose (Sta. Catalina), Tabon (Vallehermoso), and Villareal (Bayawan City); for Siquijor were Cang-inte (Siquijor), Libo (Enrique Villanueva), Logucan (Marie), Sandugan (Larena), and Tambisan (San Juan).
