DILG-7’s Atty. Lucero named Finalist in Dangal ng Kagawaran of CapDev ACE awards

Then DILG Cebu City Director and current Cebu Provincial Director Atty. Ian Kenneth B. Lucero for having been named as a national finalist for the most coveted Dangal ng Kagawaran of the CapDev ACE awards.

Lucero bested other nominees across the country and joined two other finalists from Lanao Del Norte and DILG-6.

Dangal ng Kagawaran (People’s Choice) is conferred to an individual for performance of an extraordinary act or public service and consistent demonstration of exemplary ethical behavior, and/or an outstanding contribution resulting from an idea or performance that directly benefited the LGRRC or the community.

Last year, Lucero was the national winner for Dangal ng Kagawaran. His efforts also propelled DILG Cebu City to the national awards as a finalist for “Bugkos ng Bayan (Most Outstanding Highly Urbanized city) in 2021. Also under his stint, DILG Cebu City has finally bagged this year’s Bugkos ng Bayan award.

CapDev ACE recognizes DILG employees and Local Government Regional Resource Centers that have displayed outstanding performance in the delivery of programs, projects, and activities. It honors exceptional contributions of people and teams, creating a positive effect on fellow employees, the organization, and the community.

DILG Cebu City wins Bugkos ng Bayan Award

DILG Cebu City has snatched the most coveted Bugkos ng Bayan Award during the Capacity Development Awards for Catalysts of Excellence (CapDev ACE) awarding ceremony tonight.

Bugkos ng Bayan (Most Outstanding Provincial, Cluster or Highly Urbanized City) is conferred to a team that has contributed significantly to improving the DILG services extended to local governments. They have demonstrated exceptional service of an altruistic nature by offering the Department clientele their services beyond their personal, social and cultural needs.

They have developed innovative systems and processes that enhance the local governance experience in a significant way.

The Cebu City field office bested other finalists across the country, recording its first-ever win in CapDev ACE.Last year, DILG Cebu City was named as finalist for Bugkos ng Bayan. DILG Cebu City was under the leadership of its director Atty. Ian Kenneth B. Lucero during the last two assessment periods (2020 and 2021).

In his acceptance speech, Lucero expressed their utmost gratitude to DILG-7 Regional Director Leocadio T. Trovela for his undying trust and support, and Assistant Regional Director Loisella Lucino.

“Indeed, when the time is right, the Lord will make it happen. And the time has finally come for DILG Cebu City. Hence, all our praises to you God our Father for this recognition,” Lucero said.

He also thanked the Cebu City Government under the administration of the late Cebu City Mayor Edgardo Labella and incumbent Mayor Michael Rama, Liga ng mga Barangay Cebu City Chapter, all 80 punong barangay and barangay officials, and their partners from the government and non-government organizations, for helping them out.

He also underscored the dedication and synergy of the hardworking Barangay Local Government Operations Officers and administrative staff of DILG Cebu City, particularly those serving under the assessment year 2021, namely: LGOO VI Maria Lourdes Boone, LGOO VI Socorro Dorina Salas, LGOO VI Clyde Ebojo, LGOO V Marven M. Ecarma, LGOO V Emmanuel Petralba, LGOO III Jedaia B. Balugo, LGOO II Adel Diminique P. Gujilde, LGOO II Cresencio Antolin Aseniero, Admin Aide IV Inocentes Cabo Jr., JO Junydy Rodela, and driver Jeffrey Abella.

“And to the new DILG Cebu City team headed by OIC Neila Aquino thank you for sustaining what we have started, I am confident that you will continue to work hard and bring honor to our department,” he said.

“Finally, may we continue to champion local governance excellence by living up to our trademark of boundless quality public service, irrespective of the circumstances at hand, may there be a pandemic and even a super typhoon or not, quality public service has no end,” he added.

LGUs from Central Visayas receive ADAC awards

Local government units from Central Visayas were named national awardees for the 2022 National Anti-Drug Abuse Council (ADAC) Performance Awards on Tuesday, December 13, 2022, in Metro Manila.

Congratulations to Municipality of Poro, Cebu; Municipality of San Francisco, Cebu; Municipality of Enrique Villanueva, Siquijor; and Municipality of San Juan, Siquijor.

Present during the awarding were DILG-7 Director Leocadio Trovela, Cebu Provincial Director Atty. Ian Kenneth Lucero, Mayor Alfredo Arquillano of San Francisco, Cebu together with MLGOO Gregory Sosmeña; Mayor Edgar Rama of Poro, Cebu with MLGOO Cliff Otadoy; Mayor Wilfredo Capundag with MLGOO Vanisa Fua of San Juan, Siquijor; Mayor Nale Vincent Masayon with MLGOO Maria Theresa Boca from Enrique Villanueva, Siquijor.

Also present were DILG’s provincial focal and regional personnel.

DILG gives recognition to CTU in CapDev Accelerator Awards

The Cebu Technological University was recognized by the Department as one of the awardees on NextGen CapDev Accelerator for 2021 during the CapDev Accelerator Awards: Gabi ng Pasasalamat on Tuesday, December 13, 2022 in Metro Manila.

Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela together with DILG officials handed the award to the partner local resource institute (LRI).

The CapDev Accelerator Awards is a recognition program of the DILG, which acknowledges the valuable contributions of local governance partners and stakeholders in accelerating the realization of its goals and achieving excellence in local governance.

DILG-7 conducts NEO course for Sangguniang Panlalawigan members

Resource speakers from different national government agencies discussed the principles and elements of good local governance on the first day of Newly Elected Officials (NEO): Basic Orientation Course for Sanggunian Panlalawigan Members on Thursday, December 8, 2022, in Cebu City.

DILG’s Director for Legal and Legislative Liaison Service Atty. Romeo Benitez imparted his expertise on different topics, namely: Salient Features of LGC of 1991, Corporate Powers and Intergovernmental Relations; Duties, Responsibilities, and Accountabilities Local Saggunians; SC Ruling on Mandanas and Roles of Sanggunians in Full Devolution; and Public Service Challenges and Supreme Court Ruling on LGU Cases involving Local Sanggunians.

DILG-7’s Legal Officer Atty. Aiiza Fiel Arcenal discussed parliamentary procedure and procedure in the conduct of administrative investigation by the local sanggunians. Lawyer Gina Crucio of Civil Service Commission-7 had the topic on Foundational Values and Ethics of Public Service, while Regional Director Jessie Doctolero of DOF-BLGF Central Visayas discussed LGU Revenue Generation and Resource Mobilization.

DILG-7 Director Leocadio Trovela opened the program with the opening message, while Assistant Regional Director Maria Loisella Lucino gave the overview of the FY 2022 Program for NEO. Partner NGAs also featured their programs and activities in their respective booths.

DILG-7, NGAs, partner NGOs sign MOA for Amuma sa Barangay

Commitments and agreements from the partner national government agencies and non-government organizations for the AMUMA Sa Barangay were sealed through the signing of the Memorandum of Agreement on Wednesday, December 7, 2022.

The MOA signing was led by DILG-7 Director Leocadio Trovela along with DSWD-7 Director Shalaine Marie Lucero, DTI-7 Senior Trade and Industry Development Specialist Christine Ejes, World Vision Visayas Office Field Operations Manager Faith Richelle Sy, Fraternal Order of Eagles-Philippine Eagles Vice President for the Visayas and Knights of Rizal-Aguilas Chapter Commander Sir Arnold de Asis, Metro Elite Sugbo Mantawi Eagles Vice President Nilo Ferraren, and Knights of Rizal Cebu City Chapter Commander Bryner Diaz.

The program’s official logo along with its meaning was also unveiled during the ceremony.AMUMA sa Barangay is the brainchild of Director Trovela which aims to contribute to sustaining development-oriented local government and communities through the provision of technical assistance to local governments thereby capacitating them in nurturing their constituents, particularly the vulnerable sectors to be self-reliant and independent and inculcate the importance of savings and good financial management.“Amuma” is a Cebuano word that means “to nourish, to take care of”, and is basically the origin of the concept from which the Amuma sa Barangay program was inspired.

Dir. Trovela administers oath of RDC-7’s chairperson Cobonpue

Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela attended the Regional Development Council (RDC-7) full council meeting on Tuesday morning, December 6, 2022, at Quest Hotel, Cebu City.

Prior to the meeting, Director Trovela administered the oath-taking ceremony of Kenneth Cobonpue as the RDC-7’s co-chairperson. RDC-7 Chairman Bohol Governor Aris Aumentado and Cebu City Mayor Mike Rama witnessed the ceremony.

Youth leaders join Batch 2 of BATARIZ program

Young leaders in Central Visayas gathered for Batch 2 of Batang Kaparis ni Rizal (BATARIZ) program of DILG-7, which kicked off on Monday, December 5 in Lapu-Lapu City, Cebu.

The Department of the Interior and Local Government (DILG)-7 together with Knights of Rizal (KOR), and Ramon Aboitiz Foundation Inc. (RAFI) Center for Leaders held another camp and learning sessions for over 100 students and community youth leaders.

Regional Director Leocadio Trovela opened the program with words of inspiration addressed to the participants, followed by an overview of the program by PDMU Chief LGOO VI Rommel Correa.

Later in the afternoon, RAFI had series of activities for the participants and Dr. Emmanuel Calairo of the National Historical Commission imparted the life and teachings of Rizal.

Divisions present updates on ExeCom

The presentation of accomplishments and updates from different divisions of DILG-7 highlighted the Day 2 of Executive Committee (Execom) Year-end Meeting and Assessment of DILG PPAs, Locally Funded Projects, and Business Planning of Sub-LGRRCs in Lapu-Lapu City, Cebu on Friday, December 2, 2022.

Planning Officer Designate LGOO V Frislie Virador opened the second day of Execom with an AVP presentation of accomplishment from the Office of the Regional Director. LGMED Chief Celerino Magto Jr., LGCDD Chief Maria Thelya Oporto and FAD Chief Atty. Ferdinand Albaño likewise presented the updates of their respective divisions.

Assistant Regional Director Maria Loisella Lucino also gave updates on LGRRC-7 followed by the presentation of DILG FY 2023 Priorities by Virador. The meeting was headed by DILG-7 Director Leocadio Trovela with ARD Lucino;provincial directors Atty. Ian Kenneth Lucero, Farah Diba Gentuya, Jerome Gonzales and Dennis Quinoñes; and city directors Jonah Pino, Johnjoan Mende and Dr. Neila Aquino.Personnel from the regional office and sub-regional offices were also present.

DILG-7 top officials gather for ExeCom in Lapu-Lapu City

The Department of the Interior and Local Government (DILG)-7 sub-regional offices shared their best practices on PPA Implementation to kick off the Executive Committee (Execom) Year-end Meeting and Assessment of DILG PPAs, Locally Funded Projects, and Business Planning of Sub-LGRRCs in Lapu-Lapu City, Cebu on Thursday, December 1, 2022.

The best practice presented by DILG Cebu Province was the Strengthening of DILG Sub-LGRRC, DILG Negros Oriental on Fostering Partnerships in Strengthening Peace and Order Programs and Strengthening Internal Organizational Capacity, DILG Siquijor on PDMU Best Practices on the Implementation of LFPs, and DILG Bohol on SGLG. DILG Lapu-Lapu City showcased the BBIs Assessment, DILG Mandaue City on Barangay Integrated Awards (BIA) and Cebu City on LTIA and KP Law Implementation.

DILG-7 Director Leocadio Trovela spearheaded the meeting with Assistant Regional Director Maria Loisella Lucino; provincial directors Atty. Ian Kenneth Lucero, Farah Diba Gentuya, Jerome Gonzales and Dennis Quinoñes; and city directors Jonah Pino, Johnjoan Mende and Dr. Neila Aquino; and division chiefs Atty. Ferdinand Albaño of FAD, Maria Thelya Oporto of LGCDD, Celerino Magto Jr. of LGMED and Rommel Correa of PDMU.

Personnel from the regional office and sub-regional offices are also in attendance for the three-day Execom, which will highlight the Bansiwag Awards Recognition Ceremony on Day 2 tomorrow.
