In celebration of love month, the Department of the Interior and Local Government (DILG)-7 organized a Valentine’s Day event that featured fun-filled activities at the Regional Office in Sudlon, Lahug.
The funds raised from different booths and activities from February 13 to 14 will be donated to a foundation.
Local Government Capability Development Division (LGCDD) had the wedding booth, Local Government Monitoring and Evaluation Division (LGMED) came up with a movie booth, Project Development Management Unit (PDMU) set up a health service area in partnership with the Cebu City Health, and the Office of the Regional Director (ORD) designed a photo booth.
All the services from the different divisions had corresponding fees.
Every division also had a representative in the King and Queen of Hearts.
Philippine Drug Enforcement Agency (PDEA)-7 Director Jigger Montallana paid a courtesy visit to DILG-7 Director Leocadio Trovela on Monday and discussed programs that would further strengthen its partnership with the Department.
PDEA is a member of Regional Management and Coordinating Committee-7, which is chaired by Dir. Trovela.
Montallana replaced director Levi Ortiz, who was transferred to the agency’s Cagayan Valley office. He was the regional director of PDEA Central Visayas from 2011 to 2012. Prior to his return to Cebu, he was the regional director of PDEA-10.
Present during the visit were DILG-7’s LGMED chief Celerino Magto Jr. and personnel from PDEA-7.
The Department of the Interior and Local Government (DILG)-7 underwent Operations Audit on Enhanced Comprehensive Local Integration Program (ECLIP) as part of the Ending of Local Communist Armed Conflict (ELCAC) efforts of the Department on January 30 – February 3, 2023.
The operations audit kicks off with a Regional Entry Conference to introduce the audit team, their roles and responsibilities as well as auditees responsibilities; to confirm the agreement of the audit plan; and to ensure that all planned activities included in the audit plan can be performed.
In the afternoon, the regional entry conference was then followed by a regional-level operations audit which was participated by LGCDD Chief Maria Thelya Oporto, FAD Chief Atty. Ferdinand Albaño, ECLIP Focal Person LGOO VI Rommel Correa, Planning Officer Designate LGOO V Frislie Gay Virador, ECLIP Team Members LGOO II Sofia Lorraine Ygot and IO I Charles Caayaman, Regional Accountant Karen Reuyan, Regional Budget Officer Josette Belda, and RICTU Officer Kenneth Bacalso.
Likewise, on January 31 – February 2, DILG Bohol and Negros Oriental concerned personnel as well as the Local Social Welfare and Development Officers (LSWDO), Receiving Units and Beneficiaries underwent operations audit via Zoom and face-to-face, respectively.
The ECLIP Assistance Audit Team from DILG-IAS was led by team leader Internal Auditor II Jessica Baylon, along with Senior Internal Control Officer Redan De los Santos and Internal Auditor I Christian Mon Aniñon.
During the last day of the operations audit, the exit conference highlighted the results and findings of the audit and recommendations from the audit team.
Based on the audit findings, Region VII is at 54.59 percent on the Effectiveness, while the Efficiency rate is at 70.59 percent. Meanwhile, on the Economical and Ethicality aspect, the region is at 100% ratings as there were no reported or recorded unethical practices relevant to ECLIP implementation.
On the other hand, Region VII’s Compliance to LRRs on ECLIP implementation is at 60% rate.
LGCDD Chief Maria Thelya Oporto during her closing message thanked the ECLIP assistance audit team for their efforts during the operations audit.
“We appreciate your findings and output of the audit and with this we can also improve our system as well as the policy itself,” Oporto said.
The conduct of the operations audit aims to determine not only the degree of compliance with existing laws, rules, and regulations but also to evaluate the input, process, output, and outcome as to economy, efficiency, ethicality and effectiveness of the Enhanced- Comprehensive Local Integration Program (ECLIP) implementation
The Department of the Interior and Local Government (DILG)-7 presented its proposed 2023 activities for the Buhay Ingatan Droga’y Ayawan (BIDA) program to DILG top officials, Undersecretary Marlo Iringan, Asec Francisco Cruz and Asec Elizabeth Lopez de Leon on Wednesday, February 1, 2023, in Cebu City.
The DILG Central Visayas calendared funs runs and bike out within the first to the third quarter of 2023 as part of the regional campaign aligned to the nationwide BIDA Bayanihan ng Mamamayan program.
Regional Director Leocadio Trovela was at the helm on the region’s presentation with Assistant Regional Director Maria Loisella Lucino, provincial and city directors, division chiefs, cluster head, focal persons and other DILG-7 personnel.
Planning Officer Designate Local Government Operations Officer (LGOO) V Frislie Gay Virador discussed the region’s calendared activities for BIDA.
Focal persons LGOO VI Jerson Obo and Project Development & Management Unit (PDMU) Chief Rommel Correa also presented the status and updates on the Retooled Community Support Program (RCSP) and the projects under the Support to Barangay Development Program (SBDP).
Also presented was the region’s initiative, the Batang Kapariz ni Rizal (Batariz), which was launched last year.
Eight newly promoted and newly appointed personnel of the Department of the Interior and Local Government (DILG)-7 took an oath before Regional Director Leocadio Trovela on Thursday, January 26, 2023, at the Regional Office in Sudlon, Lahug, Cebu City.
The newly promoted were Local Government Operations Officer (LGOO) VI Rommel Correa and ADA VI Elmar Echavia.
Accountant II Ronnel Atuel, and LGOOs II Richiel Chavez, Clarice Kitz Arcuino-Andrin, Anna Sofia Dimco, Jude Anthony Diaz, and Edwin Monceda also took their oath.
In his congratulatory speech, Director Trovela reminded the personnel to always live by the Department’s mandate of being Matino, Mahusay, at Maaasahan’g Lingkod Bayan.
The Department of the Interior and Local Government (DILG)-7, under the leadership and initiative of Regional Director Leocadio Trovela, distributed a total of 204 slippers to the students of Napo Elementary School and their parents in San Juan, Siquijor on January 19.
“Pinapakita ng DILG ang love and affection for children. This is a symbol of how we care for the children. May program din ang DILG advocating for the protection of children’s rights,” Trovela said.San Juan Mayor Wilfredo Capundag Jr in return expressed gratitude to Trovela and the DILG-7 family for choosing their municipality as the beneficiary of their community outreach.

The DILG-7 top officials and personnel discussed the FY 2023 directive, firmed up the region’s implementation and strategies on priority programs, projects and activities (PPAs) during the first part of the New Year’s Call, Executive Committee Meeting & Ceremonial Launch of Bansiwag Governance Awards for LGUs today in San Juan, Siquijor.
DILG-7 Director Leocadio Trovela spearheaded the meeting together with Assistant Regional Director Maria Loisella Lucino, provincial and city directors, division chiefs and DILG-7 personnel.Present were DILG Cebu Province Director Atty. Ian Kenneth Lucero, DILG Bohol Director Jerome Gonzales, DILG Negros Oriental Director Farah Diba Gentuya, DILG Siquijor Director Dennis Quinoñes, Lapu-Lapu City Director Jonah Pino, DILG Cebu City OIC Director Dr. Neila Aquino, and DILG Mandaue City Director Johnjoan Mende who joined via Zoom.
Also in attendance were LGCDD Chief Maria Thelya Oporto, LGMED Chief Celerino Magto Jr. PDMU Chief Rommel Correa and Supervising Admin Officer Taciana Ecarma, who represented FAD Chief Atty. Ferdinand Albaño.Highlights in the first part of the program were the Regional Director’s Time, discussion on the Bansiwag Governance Awards for LGUs, presentation of DILG-7’s targets, among others. Later tonight, the Bansiwag Governance Awards for LGUs will be formally launched.
DILG-7 is one with the Cebuanos in celebrating the Sinulog Festival as all divisions from the Regional Office offered their Sinulog dance to Sto. Niño at the Regional Office in Sudlon, Lahug.
The Office of the Regional Director, LGMED, LGCDD, FAD and PDMU presented dance rituals that were centered on honoring the Child Jesus.
Prior to the presentations, the DILG-7 officials, members of DILG-7 chorale and other personnel kicked off the day with the 8:30 a.m mass at the Basilica Minore del Sto Niño. The DILG-7 chorale, mentored by renowned Cebuano singer and composer Manny Lapingcao, sang during the mass.
Another mass was then offered at the Regional Office in the afternoon, which was followed by the blessing of the religious articles, and the traditional dance in every office.The day capped off with the colorful dance interpretations from all divisions.
Following the conferment of the 2022 Seal of Good Local Governance, the local government of San Remigio received the Seal of Good Local Governance – Incentive Fund (SGLG-IF) from the Department on Friday, January 6, 2022 at the DILG-7 Regional Office in Sudlon, Lahug, Cebu City.
DILG-7 Regional Director Leocadio Trovela personally handed over the P5 million cheque of SGLG Incentive Fund to San Remigio Municipal Treasurer Edna Carla Arbuyes today. This is the LGU’s incentive for earning the SGLG for 2022.
The SGLG-IF shall be utilized to finance local development projects and capacity development assistance from the DILG. San Remigio was among the six LGUs in Central Visayas conferred with the coveted award in governance.
The Knights of Rizal- DILG 7 Chapter joined the observance of the 126th anniversary of the martydom of Dr. Jose Rizal today, December 30, 2022, at the Plaza Sugbo in Cebu City.
The Knights of DILG-7 took part on the reenactment of Rizal’s last march and the wreath-laying ceremony spearheaded by the Cebu City Government. Provincial Director Atty. Ian Kenneth Lucero, the deputy chapter commander; DILG Bohol Provincial Director Jerome Gonzales, chapter exchequer; LGMED Chief Celerino Magto Jr., chapter archivist; LGCDD Assistant Division Chief Jerson Obo, deputy chapter pursuivant; and other officials and members from DILG-7 Chapter joined the KORs from Cebu and government officials in commemorating the sacrifices and noble act of Rizal.
The KOR DILG-7 Chapter is headed by chapter commander, Regional Director Leocadio Trovela.
