DILG-7 joins launching of BarKaDa, celebration of Int’l Coastal Cleanup Day

Department of the Interior and Local Government (DILG) Regional Director Leocadio Trovela spearheaded the simultaneous launch of the Department’s Barangay at Kalikasan Day (BarKaDa) community-based cleanup drive program and the celebration of the International Coastal Cleanup Day on September 16, in Barangay Tungkop, Minglanilla, Cebu.

The activity is in partnership with the Municipal Government of Minglanilla under the leadership of Mayor Atty. Rajiv Enad, DILG Sugbo headed by Provincial Director Atty. Ian Kenneth Lucero, and Barangay Tungkop led by Punong Barangay Jerome Cabiles.

In line with the call of President Ferdinand Marcos Jr.’s call for “bayanihan”, the DILG launched the BarKaDa program to maintain and provide a healthy and safe environment and prevent the spread of diseases through proper solid waste management.

“We call it BarKaDa para may resemblance of unity and collaboration. Timing wise, in terms of significance, this is in tandem with the celebration of the International Coastal Cleanup,” Trovela said, encouraging the barangays to meet every week to conduct BarKaDa cleanup drive.

Personnel from DILG Regional Office, DILG Sugbo Provincial Office, PNP, BFP, BJMP, 219th PCGA Squadron, non-government organizations, private sector, and the community also joined the activity.

Following the cleanup activities, Trovela and Lucero gave out 150 slippers and 50 packs of rice to purok leaders and residents in Barangay Tungkop to express their gratitude for maintaining the cleanliness in their surroundings.

Micro rice retailers in CV receive cash assistance

Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela joined Undersecretary Terence Calatrava of the Office of the Presidential Assistant for the Visayas (OPAV) and other government officials in walk through at the rice retailers section of Carbon Public Market on Thursday, September 14, 2023.

The micro rice retailers in Cebu received cash assistance on Thursday during the Distribution of Sustainable Livelihood Program Economic Relief Subsidy to Micro Retailers in Cebu in collaboration with the Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG), Department of Trade and Industry (DTI) and the Department of Agriculture.

DILG-7 Director Leocadio Trovela joined the distribution of cash assistance at the Cebu City-Interim Bldg., Carbon Public Market, where eight micro rice retailers received P15,000 each.

The simultaneous cash assistance distributions are for qualified micro rice retailers who were affected by the implementation of Executive Order (EO) 39, which imposed a mandated price ceiling on rice.

USec Calatrava, PBGen Anthony A Aberin, Dir. Trovela and other government officials led the joint monitoring of on mandated price ceiling in Carbon Market.

Also present during the ceremony were Cebu City Councilor Junjun Osmeña Jr., DTI Cebu Provincial Director Rose Mae Quiñanola, DILG Cebu City Director Dr. Neila Aquino, DSWD-7 Division Chief Emma Patalinghug, and other government officials.

In Region 7, a total of 87 micro rice retailers received cash assistance on Thursday under the Sustainable Livelihood Program of the DSWD.

Around 25,000 join DILG’s BIDA Challenge in Lapu-Lapu City

An estimated crowd of 25,000 participants came out to take part and show support to the Department’s campaign against illegal drugs in the Buhay Ingatan Droga’y Ayawan (BIDA) Challenge 2023 in Lapu-Lapu City on Saturday morning, July 29.

Secretary of the Interior and Local Government Atty. Benjamin Abalos, Jr. led the 4-kilometer run together with DILG Undersecretary for Operation Atty. Lord Villanueva, host Lapu-Lapu City Mayor Junard “Ahong” Chan and other government officials.

The activity kicked off with a program at the Hoops Dome attended by Cebu Governor Gwendolyn Garcia, Congresswoman Ma. Cynthia “Cindi” Chan, Cebu City Mayor Michael Rama, Mandaue City Mayor Jonas Cortes, Lapu-Lapu City Mayor Chan, Tudela Mayor Greman Solante, San Francisco Camotes Mayor Aldredo Arquillano, Poro Mayor Edgar Rama, Siquijor Mayor Wilfredo Capundag Jr., and other government officials.

Also present are DILG Assistant Secretary for Communications and External Affairs Rolando Puno and BLGS Director Debie Torres, DILG-7 Director Leocadio Trovela together with the provincial and city directors, PRO-7 Director PBGen Anthony Abellada Aberin, PDEA-7 Director Jigger Montallana, BJMP-7 Director JCSupt Neil R Avisado, NCMF-7 Director Onasis Balt, and NAPOLCOM-7 Director Atty. Risty Sibay.

BIDA Ambassador Mary Joy Tabal, an Olympian and SEA Games gold medalist, ran the 4K together with Sec. Abalos and other officials.

The other Ambassadors are Miss Earth 2008 Karla Henry Ammann, Miss Mandaue 2023 Victoria Leslie Ingram and Miss Lapu-Lapu 202 Ms. Kishes Co.

The Top 3 in the men’s and women’s divisions of the 2K and 4K categories received cash prizes courtesy of the host. The winning runners were surprised as DILG gave five Tablets to the top runners.

Usec Villanueva, Asec Puno, Dir. Torres, Dir. Trovela, DILG Cebu Province Director Atty. Ian Kenneth Lucero, DILG Lapu-Lapu City Director Jonah Pino and and Atty. Risty Sibay of NAPOLCOM.

Participants also availed the free services given in the Serbisyo Caravan that includes medical services from PNP, legal aid services from DILG, IBP and YLAC Lawyers, basic firefighting, free haircut and basic first aid from BFP-7, display of livelihood products from PDL from BJMP-7, and license to own firearm permit of PNP RCSU-7.

The activity capped off with the awarding of ADAC Performance Audit.

CDP Consortium for LRIs, NGOs conducted

The Department of the Interior and Local Government (DILG)-7 through its Local Governance Regional Resource Center conducted a Comprehensive Development Plan (CDP) Consortium for the local resource institutes (LRIs) and non-governmental organizations (NGOs) from June 26 to 29 in Cebu City.

Regional Director Leocadio Trovela had a quick visit on the four-day activity and led the Commitment Signing on Thursday, June 28, 2023, with the LRI representatives from Holy Name University, Cebu Technological University, Cebu Institute of Technology-University, University of the Philippines-Cebu, University of San Jose-Recoletos, and Silliman University; and NGO from the Ramon Aboitiz Foundation Inc. (RAFI).

The commitment signing underlined the alignment of efforts, capacity development, collaborative planning processes, knowledge sharing innovation and monitoring and evaluation among the LRIs who are members of the LGRRC-Multi Stakeholders Advisory Council-7.

Aside from the commitment signing, the Consortium had a series of discussions with resource speakers from DILG-7, Department of Human Settlements and Urban Development, Department of Budget and Management, and the National Economic and Development Authority.

DILG-7 Assistant Regional Director and LGRRC-7 manager Maria Loisella Lucino also graced the activity.

The resource persons from DILG-7 were DILG Cebu City Director Dr. Neila Aquino, Cluster Head LGOO VII Lelanie Lopez LGOO VI Lyn Aguelo, OIC-Cluster Head LGOO VI Michael Eltanal, LGOO VI Leo Nicolas Patriana, LGOO VI Sheila Denden, LGOO VI Josie Montes, LGOO VI Dann Marr Andrino, LGOO VI Susan Tolentino, and CDP regional focal person LGOO VI Jerson Obo.

DILG personnel from the Regional Office, Cebu Province, Negros Oriental, Bohol and Cebu City were also represented.

The training of trainers spearheaded by the Local Government Capability Development Division (LGCDD) of DILG-7 aimed to equip partner LRIs and NGOs with the knowledge management on CDP and prepare them in the simultaneous conduct of technical assistance on updating or formulation of the CDP of the local government units.

Dir. Trovela visits LGOOs under training in Tarlac

Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela visited the 15 Local Government Operations Officers (LGOOs) of Central Visayas who are part of Batch 55th Apprenticeship Program for LGOOs II & III in New Clark City, Capas, Tarlac.

DILG-7’s LGOOs are among the 153 apprentices nationwide who took part in the in-house training conducted by the Local Government Academy (LGA) and the Department.

The LGOOs II from DILG-7 are Mark Kevin Cimafranca, Kent Vincent Divinagracia, Jomari Lavador, Camyl Mamolang, Sofia Lorraine Ygot, Roy Vincent Gaviola, Jean Marvette  Demecillo, Aileen Grace Argawanon-Peca, Randel Cedie Samonte, Adel Dominique Gujilde, Jaqueline Barilea, Joma Catayas, Alfa Marie de los Reyes, Maricar  Ollague and Levy Talisayan.

The Apprenticeship Program for LGOOs II and III is a competency-based training designed to equip LGOOs II and III with sets of knowledge and skills, proper attitude and desirable values to prepare them to assume the roles and responsibilities of higher LGOO positions.

DILG Region 5, LGUs Camalig and Daraga visit DILG Central Visayas

Officials and personnel from DILG Region 5 together with the mayors from local government units of Camalig and Daraga visited the DILG-7 Regional Office on Tuesday morning, May 30, for the Local Government Regional Resource Center (LGRRC) Knowledge Exchange.

Regional Director Atty. Arnaldo Escober Jr. and Assistant Regional Director Jhoaden Lucero led the DILG-5 team, while Mayor Carlwyn Go Baldo of LGU Daraga and Mayor Carlos Irwin Baldo Jr. of LGU Camalig spearheaded the delegation of their respective local government units.

Also present for DILG-5 were LGMED Assistant Division Chief Amaline Colina, Program Manager Coniefer Codia, Planning Officer III Maria Grace Joy Tango, Admin Officer V Ma. Pia Salameño, LGOO V Sheena Mae Dela Cruz and Info Officer II Jessie Hermida.

During the program, DILG-7 shared three of its best innovations which are the Dagyawan sa Barangay, Batang Kaparis ni Rizal (BATARIZ) and AMUMA sa Barangay.

DILG-5 and the two visiting LGUs, meanwhile, also presented their best practices.

The visitors were warmly welcomed by Assistant Regional Director Maria Loisella Lucino, LGCDD Chief Maria Thelya Oporto, PDMU Chief Rommel Correa, and the rest of DILG-7 Regional Office personnel.

DILG-5 and LGUs Camalig and Daraga are scheduled also to visit Cebu City, Mandaue City, Lapu-Lapu City and Cordova for the knowledge exchange.

AMUMA sa Barangay launched in Mandaue City

The Department of the Interior and Local Government (DILG)- Regional Office and DILG Mandaue City successfully launched the AMUMA sa Barangay program in Barangay Cambaro, Mandaue City on Monday, May 29, 2023.

DILG Mandaue City Director Johnjoan Mende and Barangay Cambaro Punong Barangay Hon. Maria Celma Sanchez graced the ceremonial turnover of the Amuma Kit for the identified beneficiaries.

Also present were Amuma City Focal LGOO II Reymund Cuizon, Amuma Regional Focal IO I Charles Albert Caayaman, AO I Ruel Evangelista, and Ms. Anie Aribal.

A total of 25 members of Cambaro Women’s Network (CaWNet) benefited from the said program.

Derived from the Cebuano word “Amuma” which means “to nourish, to take care of”, the Amuma program is a brainchild project of DILG-7 Regional Director Leocadio Trovela, that aims to contribute to sustaining development-oriented local government and communities through the provision of technical assistance to local governments thereby capacitating them in nurturing their constituents, particularly the women sector to be self-reliant and independent and inculcating the importance of savings and good financial management.

DILG NegOr conducts ECLIP 2nd Quarter meeting

The Department of the Interior and Local Government (DILG) Negros Oriental headed by Provincial Director Farah Diba Gentuya conducted the Enhanced Comprehensive Local Integration Program (E-CLIP) 2nd Quarter meeting held at the Camp Leon Kilat, Tanjay City on May 23, 2023.

The meeting was presided over by Dir. Gentuya. Present were Provincial ELCAC Focal Ma’am Mary Ann Ferraren, PSWDO OIC Ms. Rosa Emelia S. Banquerigo, PEO OIC Head Engr. Maelene Jimenez, NODRFI President Mr. Fernando Martinez, and representatives from the 302Bde, 11thIB and PNP.

Highlights of the meeting were the discussion of the updates on the extension of the Negros Oriental Halfway House, Halfway house management, Profiling of new FRs, and reintegration assistance claims for the 11th IB.

Dir. Aquino takes oath as full-fledged LGOO VIII

Department of the Interior and Local Government (DILG) Cebu City Director Dr. Neila Aquino took her oath as full-fledged Local Government Operations Officer (LGOO) VIII before DILG-7 Director Leocadio Trovela on Thursday, May 25, 2023, at the Regional Office in Sudlon, Lahug, Cebu City.

Witnesses during the oath-taking were DILG-7 Assistant Regional Director Maria Loisella Lucino, DILG-5 Assistant Regional Director Jhoaden Lucero, DILG Cebu Provincial Director Atty. Ian Kenneth Lucero, DILG Lapu-Lapu City Director Jonah Pino, DILG Mandaue City Director Johnjoan Mende, LGOO VI Leo Aquino, and LGOO VI Glenda Gabuya.

The DILG Cebu City team DILG Cebu City- P A G S A Y S A Y was also present and gave its full support to the momentous event.

BIDA program draws overwhelming support in NegOr

Department of the Interior and Local Government (DILG)- 7 Director Leocadio Trovela graced the launching of Buhay Ingatan, Droga’y Ayawan (BIDA) program and BIDA 2023 Run in Negros Oriental on Saturday, May 20, 2023 at the Pantawan, Rizal Boulevard, Dumaguete City.

The event was spearheaded by DILG Negros Oriental led by Provincial Director Farah Diba Gentuya , in collaboration with the Provincial Government of Negros Oriental, Dumaguete City, and the Provincial Management Coordinating Committee ((PMCC).

PD Gentuya and LNMB president Hon. Dione Amores opened the activity with welcoming remarks.

Dir. Trovela gave his message of support.

Provincial Governor Carlo Jorge Joan Reyes, represented by Mr. Mareze Ramirez, PDEA Provincial Officer AI III Elmer T. Ebona and NOPPO Acting Provincial Director PCol Alex G Recinto also gave their message of support.

The BIDA Ambassadors, Dumaguete City Mayor Hon. Felipe Antonio Remollo, Provincial Administrator Atty. Karen Lisettle Molas (represented by Mr. Mareze Ramirez), Dumaguete City Poblacion 8 Barangay Captain Hon. Maelyne Rose Mariano, and Youth Advocate Derneath Divinigracia were also present.

Aside from the BIDA Run, part of the launching was the presentation of Anti-Illegal Drug Advocates (AIDAS) and the signing of the Pledge of Commitment.

The event was participated by the various national government agencies, local government unit offices, Liga Ng Mga Barangay, and private sectors.
