Over 100 youth leaders in NegOr, Siquijor converge for BATARIZ

The Department of the Interior and Local Government (DILG)-7 under the leadership of Director Leocadio Trovela gathered over 100 student and community youth leaders from Negros Oriental and Siquijor for the Batch 3 of Batang Kapariz ni Rizal (BATARIZ).

Student leaders from Foundation University, Presbyterian Theological School, Siquijor State College, STI Dumaguete, Metro Dumaguete College, Negros Maritime College Foundation Inc., Colegio de Santa Catalina de Alejandria, Negros Oriental State University and Silliman University are part of the three-day activity held in Dauin, Negros Oriental.

While the leaders from the community-based organizations and society are from 4H CLUD FED, Dumaguete Youth Leaders for Youth Development, Gaba-an Youth Leaders, Ang Samahan, Teen Advocate for Gender Awareness of Dumaguete City, DOST Negros Oriental, Life Science Society, Dumaguetnon Youth Theater Artist, and Local Youth Development Council.

BATARIZ Batch 3 kicked off on Wednesday with the presence of Dir. Trovela who gave the opening remarks and inspirational message to the students, emphasizing the importance of youth participation in nation-building.

“Remember your role and responsibilities as youths in our respective schools and communities. Dream and strive to reach your potential by harnessing skills and talents for the betterment of oneself and contribute to the development of our nation,” he said.

LGOO VI Rommel Correa, who’s also the PDMU chief, gave the overview of the program.

The opening day featured interactive activities facilitated by LYDO Dumaguete City, discussions of the Life and Teachings of Rizal and Role of the Youth in Nation Building with resource speakers Prof Renante Lingcong and NSTP Director and Knight Grand Cross Commander of Rizal Romualdo Generalao.

The second day featured a discussion from the head of the Cultural and Historical Affairs Office-Cebu City Bryner Diaz, Papercut Workshop from artist and founder of the Papercutters Guild of the Philippines Alberto “Badz” Magsumbol, among others.

LGUs from R7 impart experience in Kwentong Tagumpay 2023

Two of the fifteen selected LGU-sharers nationwide hailed from Central Visayas to impart success stories in the DILG-OPDS-initiated event, the Kwentong Tagumpay 2023, a platform for learning the latest technological and practical innovations in local infrastructure governance.

The Kwentong Tagumpay conference is a venue to learn and showcase unique, inventive, and practical developments in the delivery of LGUs’ basic services in five project areas namely: Water Supply and Sanitation, Local Roads, Disaster Risk Reduction and Vertical Infrastructure, Local Economic Enterprises and Urban Development and Smart Governance.

Board Member Glenn Anthony O. Soco of the 6th District of the Cebu Province, presenter on Local Economic Enterprise conveyed Cebu’s strategic position in exemplifying revenues through local economic enterprises ranging from water supply, transportation facilities, food parks through Sugbu Sentro housing small and medium enterprises and real property partnership ventures among others.

Cebu continues as the reigning richest province in assets in nine consecutive years according to the Commission on Audit 2022 Annual Financial Report.

Mayor Don Ritchie P. Buates of Alburquerque, Bohol shared how local infrastructure governance in Local Roads contributed to supporting local enterprises, agriculture, and tourism as well as advancing social services provision and road safety and peace and order promotion in the municipality.

Local infrastructure governance leadership practices fostered Alburquerque LGU as a finalist to the Top Performer Awardee of the DILG SubayBAYANI 2023 Award.

Cebu’s 4th District receive 650 slippers

The Sugbo Provincial Management and Coordinating Committee (PMCC), chaired by DILG Sugbo and joined by CPPO, BFP, BJMP, JTG Cebu, PDEA, NAPOLCOM, and PCG as members, distributes 350 slippers to Bogo City, Daanbantayan, Medellin, San Remigio, Tabogon, and Tabuelan comprising the 4th District of Cebu during the quarterly Caravan of Services today.

Moreover, Governor Gwen Garcia added 300 more slippers to be given to the said LGUs.

Distributing the slippers to the beneficiaries were Joint Task Group Cebu Commander COL Erwin Rommel Lamzon, CPPO Provincial Director Percival Zorilla, BFP Cebu Provincial FSUPT Manases Bautista, PDEA Cebu Provincial Officer IA V Milva Mojado, and Tabogon MLGOO Evalyn Quiros.

LGRRC SIETE undergoes performance assessment

As part of the yearly quest to identify the Most Outstanding Local Governance Regional Resource Center (LGRRC), the Local Government Academy (LGA) carried out the 2023 Performance Assessment for LGRRC Siete on November 9 and 10 on a hybrid setup in Cebu City and via Zoom.

Assessors from LGA were Research and Policy Development Division Chief Leah Marie Sanchez and LGOO II Jason Patrick Carreras.

Also present during the assessment were LGCDD Chief LGOO VII Maria Thelya Oporto, Senior Administrative Officer Taciana Ecarma, Administrative Officer V Josefina Daisy Cabo, Accountant III Karen Reuyan, Planning Officer LGOO VI Frislie Gay Virador, LGCDD Assistant Division Chief LGOO VI Jerson Obo, Information Technology Officer I Kenneth Bacalso, and other representatives from the different LGRRC Facilities. Representatives from the sub-LGRRCs in the region also joined via zoom.

This assessment aims to cite areas of improvements and eye potential initiatives which are anchored towards the goal of making the DILG a knowledge-centric organization.

DILG family lawyers render free legal aid in 3rd District

At least 75 residents from the Third District of Cebu Province availed of the ‘Libreng Serbisyo Legal’ offered by the Sugbo Provincial Management and Coordinating Committee (PMCC) as part of its services during the first round of Caravan of Services for the 4th Quarter of 2023 on November 7 in Toledo City.

DILG-7 OIC-Assistant Regional Director and DILG Sugbo Provincial Director Atty. Ian Kenneth Lucero, who likewise chairs the Sugbo PMCC, led the battery of lawyers from the DILG family in providing free legal advice and drafting of legal documents.

He was joined by DILG-7 Regional Legal Officer Atty. Michael Maxino Bandal, Atty. Cerfranz Boniel of BFP-7, Atty. Giovanni Bravo of NAPOLCOM Cebu, Atty. Grace Melanie Lacamiento and Atty. Joseph Dale Batoctoy of DILG-7, and Atty. Tereza Ruby Leprozo of DILG Sugbo.

Amuma sa Barangay Kamustahan conducted

The AMUMA champions and members shared inspiring testimonials of Amuma sa Barangay and how it impacted their thriving communities in a Webinar entitled “Championing AMUMA, Empowering Women, Empowering Communities” via Zoom and streamed live on DILG-7 Facebook page on Friday morning, October 27.

The Amuma sa Barangay is the brainchild of DILG-7’s dynamic regional director Leocadio Trovela as part of the region’s initiative towards women empowerment.

Through the Amuma partners from the national government agencies, LGUs, DILG sub-regional and field offices, and the Amuma champions, the program for women has been cascaded to the ground.

And those stories were shared during the Kamustahan Series, which capped off DILG-7’s celebration of the 2023 Local Government Code month.

DILG-7 OIC-Assistant Regional Director and the concurrent Cebu Provincial Director Atty. Ian Kenneth Lucero delivered the opening message on behalf of Dir. Trovela.

“Empowering the grassroots is not just about providing resources or implementing policies. It is about giving the ordinary citizens the tools, opportunities, and support they need to reach their full potential. It is about fostering a sense of ownership, pride, and responsibility within our communities,” he said.

Participants of the webinar were Amuma champions and members from Cebu Province, Negros Oriental, Bohol, Cebu City, Mandaue City and Lapu-Lapu City.

Also present online were DILG-7 provincial and city directors, DILG-7 personnel from regional office, sub-regional and field offices, among others.

Samboan, Sogod undergo QJ CAPDEV of DILG

The Sangguniang Bayan of Samboan and Sogod in Cebu attended the onsite capacity development intervention on “Strengthening the Knowledge and Capacity of the Local Sanggunians’ Quasi-Judicial Functions” by the DILG Regional Office and Bantay Korapsyon (BK) Program Management Office on September 14 to 15 at Bai Hotel, Mandaue City.

DILG Undersecretary for Operations and BK Supervising Authority Atty. Lord Villanueva, in his welcome message, stressed the important role of local sanggunians in not only crafting ordinances but also in disciplining erring local officials.

“Napakabigat at napakaimportante po ang ganitong kapangyarihan. In the public eye, usually when there are erring local officials, they think of going to the Ombudsman. It is not often that our public realizes that our sanggunians also have this very great power. And that’s where DILG can assist,” he said.

DILG Sugbo Provincial Director Atty. Ian Kenneth Lucero, who was tapped by DILG-7 to serve as its knowledge sharer, gave a comprehensive discussion on the laws, issuances, and Supreme Court decisions regarding the exercise of quasi-judicial powers of the local sanggunian.

Meanwhile, BK Regional Focal DMO IV Atty. Grace Melanie Lacamiento of DILG-7 and LGOO II Atty. Tereza Ruby Leprozo of DILG Sugbo shared tips on writing decisions and conducting trial, respectively, and facilitated the revalida on these topics the next day.

Samboan Mayor Emerito Calderon Jr; Samboan Vice-Mayor Irving Gamallo; regular members, presiding officer, ex-officio members, sanggunian secretary, and technical staff of both Sangguniang Bayan; Samboan MLGOO Kym Albrando; and Sogod MLGOO Sheila Mae Denden actively participated the two-day training. Second District Board Member Raymond Joseph Calderon also graced the activity.

With the long-term goal of increasing the number of resolved administrative cases vis-a-vis the number of filed complaints before the respective local sanggunians, the BK PMO of DILG Central Office partnered with the DILG Regional Offices this year to scale up its technical assistance and capacity development efforts.

Additional target LGUs will be identified next year following the establishment of baseline data on the status of local sanggunians’ quasi-judicial functions.

DILG-7 joins launching of BarKaDa, celebration of Int’l Coastal Cleanup Day

Department of the Interior and Local Government (DILG) Regional Director Leocadio Trovela spearheaded the simultaneous launch of the Department’s Barangay at Kalikasan Day (BarKaDa) community-based cleanup drive program and the celebration of the International Coastal Cleanup Day on September 16, in Barangay Tungkop, Minglanilla, Cebu.

The activity is in partnership with the Municipal Government of Minglanilla under the leadership of Mayor Atty. Rajiv Enad, DILG Sugbo headed by Provincial Director Atty. Ian Kenneth Lucero, and Barangay Tungkop led by Punong Barangay Jerome Cabiles.

In line with the call of President Ferdinand Marcos Jr.’s call for “bayanihan”, the DILG launched the BarKaDa program to maintain and provide a healthy and safe environment and prevent the spread of diseases through proper solid waste management.

“We call it BarKaDa para may resemblance of unity and collaboration. Timing wise, in terms of significance, this is in tandem with the celebration of the International Coastal Cleanup,” Trovela said, encouraging the barangays to meet every week to conduct BarKaDa cleanup drive.

Personnel from DILG Regional Office, DILG Sugbo Provincial Office, PNP, BFP, BJMP, 219th PCGA Squadron, non-government organizations, private sector, and the community also joined the activity.

Following the cleanup activities, Trovela and Lucero gave out 150 slippers and 50 packs of rice to purok leaders and residents in Barangay Tungkop to express their gratitude for maintaining the cleanliness in their surroundings.

Micro rice retailers in CV receive cash assistance

Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela joined Undersecretary Terence Calatrava of the Office of the Presidential Assistant for the Visayas (OPAV) and other government officials in walk through at the rice retailers section of Carbon Public Market on Thursday, September 14, 2023.

The micro rice retailers in Cebu received cash assistance on Thursday during the Distribution of Sustainable Livelihood Program Economic Relief Subsidy to Micro Retailers in Cebu in collaboration with the Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG), Department of Trade and Industry (DTI) and the Department of Agriculture.

DILG-7 Director Leocadio Trovela joined the distribution of cash assistance at the Cebu City-Interim Bldg., Carbon Public Market, where eight micro rice retailers received P15,000 each.

The simultaneous cash assistance distributions are for qualified micro rice retailers who were affected by the implementation of Executive Order (EO) 39, which imposed a mandated price ceiling on rice.

USec Calatrava, PBGen Anthony A Aberin, Dir. Trovela and other government officials led the joint monitoring of on mandated price ceiling in Carbon Market.

Also present during the ceremony were Cebu City Councilor Junjun Osmeña Jr., DTI Cebu Provincial Director Rose Mae Quiñanola, DILG Cebu City Director Dr. Neila Aquino, DSWD-7 Division Chief Emma Patalinghug, and other government officials.

In Region 7, a total of 87 micro rice retailers received cash assistance on Thursday under the Sustainable Livelihood Program of the DSWD.

Around 25,000 join DILG’s BIDA Challenge in Lapu-Lapu City

An estimated crowd of 25,000 participants came out to take part and show support to the Department’s campaign against illegal drugs in the Buhay Ingatan Droga’y Ayawan (BIDA) Challenge 2023 in Lapu-Lapu City on Saturday morning, July 29.

Secretary of the Interior and Local Government Atty. Benjamin Abalos, Jr. led the 4-kilometer run together with DILG Undersecretary for Operation Atty. Lord Villanueva, host Lapu-Lapu City Mayor Junard “Ahong” Chan and other government officials.

The activity kicked off with a program at the Hoops Dome attended by Cebu Governor Gwendolyn Garcia, Congresswoman Ma. Cynthia “Cindi” Chan, Cebu City Mayor Michael Rama, Mandaue City Mayor Jonas Cortes, Lapu-Lapu City Mayor Chan, Tudela Mayor Greman Solante, San Francisco Camotes Mayor Aldredo Arquillano, Poro Mayor Edgar Rama, Siquijor Mayor Wilfredo Capundag Jr., and other government officials.

Also present are DILG Assistant Secretary for Communications and External Affairs Rolando Puno and BLGS Director Debie Torres, DILG-7 Director Leocadio Trovela together with the provincial and city directors, PRO-7 Director PBGen Anthony Abellada Aberin, PDEA-7 Director Jigger Montallana, BJMP-7 Director JCSupt Neil R Avisado, NCMF-7 Director Onasis Balt, and NAPOLCOM-7 Director Atty. Risty Sibay.

BIDA Ambassador Mary Joy Tabal, an Olympian and SEA Games gold medalist, ran the 4K together with Sec. Abalos and other officials.

The other Ambassadors are Miss Earth 2008 Karla Henry Ammann, Miss Mandaue 2023 Victoria Leslie Ingram and Miss Lapu-Lapu 202 Ms. Kishes Co.

The Top 3 in the men’s and women’s divisions of the 2K and 4K categories received cash prizes courtesy of the host. The winning runners were surprised as DILG gave five Tablets to the top runners.

The activity capped off with the awarding of ADAC Performance Audit.
