Dir. Trovela speaks on Dok Dinno’s Let’s Talk TV

Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela spoke on Dok Dinno’s Let’s Talk TV program on Wednesday, September 21, 2022.

Dir. Trovela was the guest speaker for the recent episode of the said program which is aired on Fil-Products Cable TV.

In the virtual interview, he talked about the Department’s mandate, current trends and development under the current administration, and personal experiences in his 33 years with the DILG.

International Coastal Clean Up: DILG-7 advocates coastal waste awareness

In celebration of the International Coastal Clean Up 2022, DILG-7 joins the nations in advocating awareness for trash-free seas and engagement of the community in combating household waste in the coastal communities, dubbed as “Fighting for Trash-Free Seas – Pilipinas: Ending the Flow of Trash at The Source” today at the Mactan Shrine, Lapu-Lapu City.

The activity was initiated by the Department of Environment and Natural Resources in collaboration with the local government of Lapu-Lapu City, various National Government Agencies (NGAs) and stakeholders with an aim to reduce marine litters in the coastal areas within Lapu-Lapu City.

Personnel from DILG-7 led by FAD Chief Atty. Ferdinand Albaño and PDMU Chief Rommel Correa participated in the said activity.

Annualy in the 3rd week of September marks the celebration of the International Coastal Clean Up by virtue of Presidential Proclamation No. 470 consistent with Presidential Proclamation No. 244 declaring September as the National Clean Up Month.

Knights of Rizal lauds Dir. Trovela

NGAs, LGUs plant trees to combat climate change

National government agencies, local government units and stakeholders have joined forces to help mitigate the impact of climate change by planting 1,600 native tree seedlings in the mountain barangay of Carcar City in southern Cebu.

Over 300 employees and officials of the Department of the Interior and Local Government (DILG), Department of Environment and Natural Resources (DENR), Department of Agriculture (DA), Bureau of Fire Protection, Bureau of Jail Management and Penology, Department of Education, Police Regional Office, Philippine Coast Guard and of the city government of Carcar trooped to Calidngan for today’s nationwide simultaneous tree planting activity with the theme “Buhayin ang Pangangalaga ng Kalikasan.”

Each participant planted 10 saplings of Narra, Molave, and Mountain Agoho.

The activity was initiated by DILG in support of President Ferdinand “Bongbong” Marcos Jr.’s priorities for the environment and natural resources as mentioned in the 2022 State of the Nation Address and the Department’s greening program.

Also, the reforestation initiative was part of DILG’s advocacy to develop, protect, and enhance unproductive, denuded and degraded forestlands that contribute to environment-related risks, such as soil erosion, landslides, and flooding.

DILG-7 Regional Director Leocadio Trovela said the tree planting activity was a manifestation of a high degree of synergy among the NGAs, LGUs and civil society.

He stressed the significant value of trees in ensuring food security and strengthening agricultural production.

Trovela also urged the LGUs and stakeholders to help ensure that the planted trees will thrive and help ensure the sustenance of the activity.

There will be a series of follow-through activities to ensure the continuation of the program, such as the rollout of tree planting activities from September to December; sustained forest management initiatives where DILG and DENR will revisit the Joint Memorandum Circular 1998-01 regarding the Manual of Procedures for DENR-DILG-LGU Partnership on Devolved and Other Forest Management Functions; Gcash Forest that gives Gcash users the opportunity to plant and grow real trees through GCash app; and continuation of the Annual Arbor Day or Tree Planting Day.

The regional director also thanked DENR for the provision of seedlings and identification of planting sites, as well as other NGAs, non-government organizations, Cebu Provincial Government headed by Governor Gwendolyn Garcia and the City Government of Carcar led by Mayor Patricio Barcenas for supporting the cause.

DILG-7 organizes GAD seminar for newly-hired personnel

Newly-hired employees and selected personnel of DILG-7 took part in the Orientation on Gender Sensitivity and Development (GAD) and its Mandates and Admin Matters on Friday, September 2, 2022, at the Golden Prince Hotel in Cebu City.

The one-day activity organized by DILG-7’s Personnel Unit and the Local Government Capability Development Division (LGCDD) aimed to capacitate personnel on various concepts of gender and development, and admin matters.

Assistant Regional Director Maria Loisella Lucino kicked off the orientation with a message and discussion of the activity’s rationale.

GAD regional focal person Gerlou Gestopa-Tibon discussed the development perspective on Gender Sensitivity and Development, while LGOO V/ Planning Officer Designate Frislie Gay Virador explained the Department’s Strategic Doctrine, Structure, and Priority PPAs.

Later in the afternoon, Legal Officer Atty. Aiiza Fiel Arcenal tackled two topics: GAD and its Mandates, and the Code of Conduct and Ethical Standard for public officials and employees.

Also present was Finance and Administrative Division (FAD) Chief Atty. Ferdinand Albaño.

The topics on admin and ISO matters were discussed by AO V/HRMO III Josefina Daisy Cabo, AO IV/HRMO II Melanie Capacite and Accountant III Karen Reuyan.

The personnel from Regional Office and DILG Cebu Province had a face-to-face orientation while participants from DILG Bohol and Negros Oriental joined online via Zoom.   

COVID-19 vaccine boosters administered

To strengthen the Department’s COVID-19 response, DILG-7 in collaboration with the DOH-7 held a vaccination drive for the first and second dose of booster shots on Thursday afternoon at the Regional Office in Sudlon, Lahug, Cebu City.

A total of 52 DILG-7 personnel and their family members received their first and second dose of COVID-19 booster shots.  

DILG-7’s LGRRC conducts Knowledge Sharing

As part of the interactive program that contributes to building the DILG as a knowledge-centric organization, the DILG-7 under the leadership of Regional Director Leocadio Trovela organized the LGRRC-7 Knowledge Sharing Sessions for its personnel. The knowledge sharing participated by 21 DILG-7 personnel capped off Thursday, August 25,2022, with its 11th session and a short program at the Lantip Training Center.

Assistant Regional Director Maria Loisella Lucino, who’s also the LGRRC-7 manager, led the closing program that was highlighted with the awarding of certificates and special awards to the participants.

The resource speakers of the activity were all from the regional office, namely: Legal Officer Atty. Aiiza Fiel Arcenal, LGOO V/ Planning Officer Designate Frislie Gay Virador, Regional Information Officer Atty. Michael Vencynth Braga, LGOO II Mark Cimafranca and LGOO II Jomari Lavador. The knowledge sharing spearheaded by the Information Unit and Planning Unit had 11 sessions—held every Tuesday and Thursday from July 21 to August 25.

The topics were knowledge management strategies, advanced aptitude test, problem-solving strategies, among others.

DILG-7 personnel join inaugural RD’s Cup

As part of the efforts to continually strengthen internal organization capacity and improve the overall well-being of personnel, DILG-7 under the leadership of Regional Director Leocadio Trovela organized the sporting activity dubbed as inaugural RD’s Cup.

The first installment of RD’s Cup featured a Dart Tournament, which capped off on Tuesday afternoon with an awarding ceremony at the Regional Office.

The Public Information Unit of the Office of the Regional Director (ORD) and the General Service Unit (GSU) of Finance and Administrative Division (FAD) came out as the biggest winners of the tournament organized by the personnel from the Regional Information and Communication Technology Unit.

The Public Information team composed of LGOO II Mark Cimafranca, IO II Richiel S. Chavez and IO I Christopher Mahilum nabbed the doubles title.

FAD swept the individual category as Renato Rodriguez of GSU won the men’s crown, while Anna Sofia Dimco of Personnel snatched the women’s diadem.

In the lower bracket, Alberto Membrano of GSU topped the singles event. He also won the doubles with partner Ralfe Jacalan.

Present during the awarding ceremony were Assistant Regional Director Maria Loisella Lucino, FAD Chief Atty. Ferdinand Albaño, LGCDD Chief Maria Thelya Oporto, LGMED Chief Celerino Magto Jr., and DILG-7 personnel.

There was a twist during the awarding ceremony as the champions were challenged to an exhibition game. The challengers were selected by the crowd.

The champions won token and cash prizes, while the runners-up and challengers also received cash prizes courtesy of Dir. Trovela, ARD Lucino and the division chiefs.

Dir. Trovela graces the 31st BFP-7 Anniversary

Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela commended the bravery and sacrifices of the fire officers during the 31st Bureau of Fire and Protection (BFP-7) Anniversary on Friday, August 5, 2022, in Cebu City.

Dir. Trovela was the guest of honor and speaker of the said event.

“This day, in celebration of the 31st BFP Anniversary, we express our deepest gratitude for your service to our communities and our Nation, and we also pay tribute to the men and women who risk their lives to protect our own,” he said.

He assured that the DILG-Local Government Sector 7 is one with the BFP-7, local government units, the private institutions and volunteers in building a fire-free and progressive community.

“Your excellent performance will never go unnoticed. Continue to showcase the best in you, while inspiring others in service,” Dir. Trovela said.

Dir. Trovela together with BFP-7 Director CSupt Jaime D Ramirez led the presentation of awards to local government units, private institutions, fire volunteers, organization units and offices.

“Your DILG 7 family will be with you to win all our endeavors especially in realizing your vision for a modern fire service fully capable of ensuring a fire-safe Central Visayas,” he ended.

NEO Orientation Course conducted for Visayas officials

Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela graced the Orientation Course: Primed Leaders for Renewal Local Governance for Visayas’ Newly- Elected Officials (NEOs) on July 27, 2022, in Boracay, Aklan.

DILG-6 Director Juan Jovian Ingeniero and DILG-8 Director Atty. Arnaldo Escober, Jr. were also present in the orientation course.

The NEO Orientation Course: Primed Leaders for Renewed Local Governance is the first learning intervention under Component 2: Jumpstarting Local Governance. This will be offered to all first-time and re-elected governors, vice governors, vice mayors, and members of the Sanggunian.

DILG Central Visayas was also represented by Assistant Regional Director Maria Loisella Lucino, DILG Negros Oriental Provincial Director Farah Diba Gentuya, DILG Lapu-Lapu City Director Jonah Pino, DILG Cebu City OIC – City Director Dr. Neila Aquino, LGCDD Chief Maria Thelya Oporto, LGOO VII Mardonio Roxas, LGOO VII Roxine Coyoca, LGOO VI Jerson Obo and LGOO II Jomari Lavador.
