The Dagyaw Regional Technical Working Group together with partner national government agencies and civic society organizations convened on Thursday to lay out objectives and end goals for the upcoming Regional Dagyawan Townhall meetings in different areas of Central Visayas.
DILG-7’s officials Cebu Provincial Director Atty. Ian Kenneth Lucero, DILG Bohol Province Director Jerome Gonzales, DILG Lapu-Lapu City Director Jonah Pino and Cebu City OIC-Director Dr. Neila Aquino were present in the meeting. Representing the other sub-regional offices were LGOO VI Judy Armirola of DILG Siquijor, LGOO VI Willie Jean Rodriguez of DILG Mandaue City and LGOO II Maricar Ollague of DILG Negros Oriental. With the DILG team were CSOs from Cebu, Bohol, Negros Oriental and Siquijor, the Department of Budget and Management-7, and the Philippine Information Agency-7.
Also joining via Zoom were DMO IV Atty. Grace Melanie Lacamiento, PDO III James Nigel Panganiban and other CSO representatives. Open Government Partnership (OGP) regional focal person LGOO V Rommel Correa kicked off the meeting with a discussion on Dagyaw background followed by a productive discussion and conceptualization among participants.DILG-7’s Planning Officer Designate LGOO V Frislie Virador wrapped up the meeting with action planning and firming up of agreements.
Dagyaw coined from Hiligaynon word which means “Bayanihan’ aims to build mutual trust between the government and the Filipino people by providing an open, neutral and protected space for dialogue among government and non-government stakeholders.
NGAs join DILG-7’s LGRRC exhibit
Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela checked the booths and services offered by partner national government agencies (NGAs) in the Newly Elected Officials (NEO) Orientation Course for Local Legislators of HUCs, Component Cities and Municipalities on Wednesday, October 12, 2022, in Cebu City.
Featured in the exhibit are programs, activities, knowledge products, merchandise and free legal consultation, among others. The participating agencies in the exhibit were DILG-7, Police Regional Office-7, Bureau of Fire Protection-7, Bureau of Jail Management and Penology-7, Department of Social Welfare and Development-7, Department of Environment and Natural Resources-7, and PhilHealth-7.
The NEO Orientation course for local legislators is spearheaded by DILG-7 and Local Government Academy in partnership with the Vice Mayors League of the Philippines.
DILG holds NEO for local sanggunians
Local Sanggunians of Cebu gathered for the Newly Elected Officials (NEO) Orientation Course for Local Legislators of HUCs, Component Cities and Municipalities on Tuesday, October 11, 2022.
The orientation course spearheaded by DILG-7, Local Government Academy (LGA) in partnership with the Vice Mayors League of the Philippines (VMLP)-Cebu Chapter carries the theme “Enhancing Governance Through Effective Legislation.”
The resource speakers for Day 1 were DILG Director Atty. Romeo Benitez of Legal and Legislative Liason Service, Sogod Municipal Mayor Lissa Marie Durano-Streegan, and DILG-7 Legal Officer Atty. Aiza Fiel Arcenal.
The first day kicked off with the opening message from Borbon Vice Mayor Roy Melgo, and the overview of the FY 2022 Program for NEO by DILG-7 Assistant Regional Director Maria Loisella Lucino. The said activity is held from October 11 to 13 in Cebu City.
RPOC-7 supports, commends Garcia for all-out war on illegal drugs
The Regional Peace and Order Council – 7 strongly supports and commends Provincial Peace and Order Council Chairperson Gwendolyn Garcia for declaring a total all-out war against illegal drugs in the entire Province of Cebu.
The Council passed the two resolutions which were moved by RPOC-7 Member and Secretariat Head, DILG-7 Director Leocadio Trovela and seconded by NAPOLCOM Office of the Assistant Regional Director Officer-in-Charge Atty. Risty Sibay during the 3rd quarterly meeting of RPOC-7 for 2022 presided by RPOC Vice Chairperson, PRO-7 Director BGEN Roque Eduardo Vega on September 30.
To recall, Governor Garcia declared a total all-out war against illegal drugs in the province and urged all local chief executives of the component local government units in the province and officials of local and national government agencies to unite in this endeavor.
The said declaration was adopted and supported by the Provincial Development Council, Provincial Peace and Order Council, Provincial Anti-Drug Abuse Council, and Provincial Disaster Risk Reduction and Management Council through a joint resolution passed during their meeting on September 15.
Meanwhile, the RPOC-7 also passed a resolution commending Vega, who is set to retire this October, for his dedication and leadership, thus contributing to the success and strengthening of the Council. He was given a Certificate of Appreciation and a short AVP tribute.
Also during the RPOC-7 meeting was the presentation by the member agencies of situationer reports on peace and order, drug situation, anti-insurgency and counter-terrorism, maritime safety administration and security, status on Support to Barangay Development Program, and National Crime Prevention Week celebration in the region.
Over 180 personnel join RMCC-7 Cares: Solidarity to Save Lives
The Department of the Interior and Local Government (DILG)-7 capped off the 2022 Civil Service Month with a bloodletting activity—RMCC-7 Cares: Solidarity to Save Lives on Friday, September 30, 2022, at the DILG-7 Regional Office in Sudlon, Lahug, Cebu City.
The bloodletting was in partnership with the Department of Health- Subnational Blood Center for Visayas aimed to help provide a safe blood supply to people in need of blood transfusion.
Over 180 personnel from the members of the Regional Management and Coordinating Committee-7 joined the voluntary blood donation drive, and a total of 149 bags of blood were collected during the one-day activity.
Donors were from the Police Regional Office-7, Philippine Drug Enforcement Agency-7, Regional Training Center, DILG personnel, Bureau of Jail Management and Penology-7, Bureau of Fire Protection and Task Force-CBS.
Dir. Trovela graces regional launch of PNP Kasimbayanan
Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela spoke before the uniformed men of Police Regional Office (PRO)-7 during the launching of the Revitalized PNP Kasimbayanan at the Camp Sergio Osmeña Sr., Cebu City on Monday.
Dir. Trovela was invited as guest speaker of PRO-7 under the leadership of PBGEN Roque Eduardo DP Vega.
Kasimbayanan, which stands for Kapulisan, Simbahan at Pamayanan, is a synergized partnership with the general public and religious sectors to promote camaraderie towards a progressive and peaceful community.
Newly-elected municipal mayors in CV complete NEO Orientation
Officials from key national government agencies (NGAs) discussed various topics relative to excellent performance in local governance on Day Two of the NEO Orientation Course: Primed Leaders for Renewed Local Governance on Friday, September 23, 2022, in Cordova, Cebu.
Assistant Director Esmeralda Daphne Purnell of the Local Government Academy (LGA) talked about the crafting of the first 199 Days Plan and Executive Agenda and Appreciating Capacity Development Agenda for Better LGU Performance, while
Director III Debie Torres of Department of the Interior and Local Government (DILG)-BLGS discussed the State of Governance Today: Advocating Excellence Performance in Local Governance.
Mayor Lissa Marie Durano-Streegan, who’s the League of Municipalities of the Philippines (LMP)-Cebu vice president for external affairs, shared the Good Local Governance practices of the Municipality of Sogod, Cebu.
Mayor Liecel Mondeja-Seville of New Lucena, Iloilo tackled the topic of strategic management and futuristic thinking.
Earlier in the morning session, key government agencies discussed various topics on the facets of administrative governance.
The speakers were Regional Vice President Marjorie Cabrieto of PhilHealth-7, OIC Regional Director Shalaine Marie Lucero of DSWD-7, Statistical Specialist II Emanuel Abellanosa of PSA-7, Regional Executive Director Joel Elumba of DA-7, Assistant Reginal Director Mario Montejo of DPWH-7, Regional Director Jessie Doctolero of DOF-BLGF-7 and Supervising Administrative Officer Mercedita Fe Espinar of DENR-7.
The two-day orientation was participated by municipal mayors from Cebu Province, Bohol, Negros Oriental and Siquijor.
Cebu Province hosts Reception Night for NEO attendees
The Cebu Provincial Government led by Cebu Governor Gwendolyn Garcia hosted a Reception Night on Thursday for the attendees of the Newly Elected Official (NEO) Orientation Course: Primed Leaders for Renewed Local Governance.
Department of the Interior and Local Government (DILG)-7 Regional Director Leocadio Trovela, Assistant Regional Director Maria Loisella Lucino, Cebu Provincial Director Atty. Ian Kenneth Lucero, Bohol Director Jerome Gonzales, and Siquijor Director Dennis Quiñones were present on the reception night organized for mayors in Cebu, Bohol, Negros Oriental and Siquijor.
DILG-7 officials joined Gov. Garcia, League of Municipalities of the Philippines (LMP)-Cebu president Mayor Sun Shimura and LMP vice president for external affairs Mayor Lissa Marie Streegan.
The NEO orientation is organized by the DILG, LMP-Cebu and the Local Government Academy on September 22 to 23 in Cordova, Cebu.
Good local governance underscored in NEO Orientation
Department of Interior and Local Government Regional Director Leocadio Trovela vowed to remain a solid partner with the local government units in the pursuit of good local governance during the Neo Orientation Course: Primed Leaders for Renewed Local Governance on Thursday in Cordova, Cebu.
“Given the foreseen changes brought by several major events such as the implementation of the Mandanas-Garcia ruling, the post-pandemic era, global economic crisis, peace and order and public safety threats, and the hazards caused by the climate change among others, DILG and LGA are committed to becoming your implementing partners for capacity development programs to help you perform your responsibilities, fulfill your mandates, and better respond to challenges,” he said.
The two-day orientation is attended by municipal mayors of Central Visayas.
