DILG-7 orients field offices on DTP Repository System

DILG-7 holds orientation on Devolution Transition Plan (DTP) Repository System today via Webex to assist local government units (LGUs) in their submission of DTPs.The online repository monitors LGUs’ compliance in the preparation of their DTPs and contains statistics on the status of submission of LGUs across the country, which can be accessed by authorized government agencies so they can appropriately provide necessary capacity development to LGUs.

Participants were provincial and city directors, city and municipal local government operations officers, cluster heads, program managers, regional and provincial DTP focal persons, and other personnel of DILG-7 and its sub-regional offices in Bohol, Cebu, Negros Oriental, Siquijor, Cebu City, Mandaue City, and Lapu-Lapu City.

Highlights of the virtual activity were the simulation on the uploading of LGUs’ DTPs and walkthrough on how to navigate the web portal and its features, which were presented by Information Technology Officer Kenneth Bacalso.Meanwhile, Dir. Leocadio Trovela commended the field officers and sub-regional offices for the successful conduct of barangay DTP formulation orientations amid the pandemic.

Congratulations for achieving 95% of barangays in the region already oriented on DTP formulation. I know each of you has innovated ways to achieve this. That is our strength. We innovate in the face of difficulties,” he said.

Participants were also reminded on the DTP submission of LGUs on Oct 13 for barangays, November 12 for cities and municipalities, and December 12 for provinces and highly-urbanized cities.

The virtual activity was organized by the Local Government Capability Development Division, headed by its chief LGOO VII Maria Thelya Oporto.

Dagyawan sa Barangay delivers gov’t services to Ubay, Bohol

In efforts to bring government services closer to people and advocate peace and development in the community, DILG Bohol in collaboration with Bohol Provincial Task Force (PTF) – ELAC, Ubay Municipal Task Force – ELCAC and the Regional Task Force 7 ELAC member agencies conducted the regional Dagyawan sa Barangay today, October 7, 2021.

Highlights of the activity held at Barangay Lomangog, Ubay, Bohol were the ceremonial ground installation of the Peace Pole, Serbisyo Caravan and the Ugnayan ng Sektor at Barangay.

Officials present during the activity were Hon. Constantino Reyes, Municipal Mayor Ubay Bohol; Provincial Director Jerome Gonzales, DILG Bohol Province; Felix Cutamora, Punong Barangay; LTC Allyson Depayso, 47th IB Acting Commander Officer; and PCOL Osmundo Salibo, Provincial Director of Bohol Police Provincial Office.

Bohol Governor and PTF-ELCAC Chair Arthur Yap was represented by former Board Member Agapito Avenido. DILG Regional Director Leocadio Trovela delivered his message of support via Zoom.

“The DILG-7 regional office remains focused and steadfast in the implementation of the Retooled Community Support Program (RCSP) that aims to address identified issues of the communities by bridging development gaps through the provision of the needed government PPAs while ensuring that development is sustained and peace is promoted,” he said.

Dir. Trovela commended the Bohol PTF-ELCAC, DILG Bohol, Municipality of Ubay, Barangay Lomangog, and the partner agencies for coming up with an extensive regional Dagyawan sa Barangay despite the challenges brought by the COVID-19 pandemic.

At the venue, a Serbisyo Caravan, which offered basic government services to people, was held in partnership with the Provincial Government of Bohol, Municipal LGU, and NGAs.

Talakayan ng Mamayan, a dialogue between government and people in the Barangay, was held the town’s covered court in partnership with the Provincial Government of Bohol, Municipal LGU, and NGAs.

Partner agencies Department of Labor and Employment (DOLE)-7, Department of Trade and Industry (DTI)-7, Department of Environment and Natural Resources (DENR)-7, National Economic and Development Authority (NEDA)-7, and Department of Agriculture (DA)-7 also delivered their message of support to the participants via Zoom.

Other regional line agencies present were the following: Technical Educational and Skills Development Authority (TESDA)- 7 and Department of Public Works and Highways (DPWH) – 7.

Completing the activity was the signing of Commitment Signing led by the Municipal Task Force ELCAC and RCSP Team as a gesture of commitment to the government’s whole-of-nation approach to end armed conflict and achieve inclusive peace and sustainable development under the Executive Order No. 70 of President Rodrigo Roa Duterte.

DILG-7, PSA-7, Dauin in NegOr sign MOA on CBMS pilot implementation in CV

DILG-7 and Philippine Statistics Authority (PSA)-7 conducted Community-Based Monitoring System (CBMS) Regional Stakeholders Virtual Forum today, October 6, 2021 via Webex.

The virtual activity aims to raise awareness and capacitate stakeholders on CBMS program and further strengthen coordination and cooperation of DILG-7, PSA-7, and local government units in the national roll out and implementation of CBMS in FY 2022.

Highlights of the activity were the ceremonial signing of memorandum of agreement for the pilot implementation of CBMS in Central Visayas this year, which was signed by Mayor Galicano Truita of Dauin, Negros Oriental, Dir. Trovela, and PSA-7 Dir. Ariel Florendeno and, and the sharing of CMBS experiences by Carcar City and Municipality of San Remigio.

Participants were provincial and city directors, as well as field officers and personnel of DILG-7 and its sub-regional offices, local chief executives, Sanggunian Committee on Appropriation Chairs, and Local Planning and Development Coordinators in Central Visayas.

For his part, Trovela underscored the important role of CBMS in the processing and identifying of relief operations beneficiaries in LGUs.“The LGU-CBMS databases can be used to quantify, identify and conduct mapping of income and food poor households and families.

It can also be used for generating list, location, and verification of poor or vulnerable households and families with at least one or combination of the qualified characteristics for the implementation of social amelioration and other related safety net programs,” he said.

Meanwhile, LGOO VI Jerson Obo gave a thorough discussion on the salient points of CBMS and the results of the survey conducted by the Philippine Institute of Development Studies on CBMS as tool in development planning.

The activity also urged LGUs to include CBMS in their Aunnual Investment Program for 2022 to ensure funding for the national roll out next year.

CBMS is a diagnostic tool used to assess the poverty in LGUs that can be used for evidence-based planning and budgeting at the local level.

DILG-7 family graces launching of Barangayanihan Caravan

The Department of the Interior and Local Government (DILG)-7 family came to support the simultaneous launching of the Duterte Legacy: Barangayanihan Caravan Towards National Recovery today, September 30, 2021, at the Police Regional Office (PRO)-7 in Cebu City.

Personnel from DILG-7, Bureau of Jail Management and Penology (BJMP)-7, Bureau of Fire Protection (BFP)-7, National Commission on Muslim Filipinos (NCMF) and Philippine National Police (PNP) gathered at the DILG booth on the launching of the Barangayanihan Caravan for Region 7.

National government agencies joined the caravan to showcase the accomplishments of the government under the current administration. The activity was conducted simultaneously in different regions of the country.

For Region 7, DOLE-7, TESDA-7, DILG-7, DPWH-7, DSWD-7 and have set-up booths offering basic services for their beneficiaries. DILG-7, DPWH-7 and TESDA-7 were tapped as featured agencies for Region 7.

“We are gathered here for the Duterte Legacy Barangayanihan Caravan to celebrate the goals we have accomplished. Promised we have attained and lives we have changed for the better,” Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said in his virtual message.

DILG-7 invited Punong Barangays Mark Rizaldy Miral of Barangay Ermita and Raquel Avila of Barangay Kamagayan together with SB Nerrissa Antolihaw of Budlaan to share testimonies on how the DILG-7 have assisted them on their programs, activities and other concerns at the grassroots level.

TESDA and DOLE also had testimonials from their beneficiaries.

DILG-7 showcased its Retooled Community Support Program (RCSP), Local Governance Center (LGRC), and other accomplishments from DILG-7 family thru IEC materials on its booth.  The regional office also gave knowledge products to the barangay officials.

DILG Cebu City Director and concurrent LGMED Chief Atty. Ian Kenneth Lucero said that it’s humbling to hear stories from people who have benefited from the government’s initiatives especially in an era of health crisis due to COVID-19 pandemic.

“These stories will help us, public servants, to be always motivated and inspired to do more for the country and the public,” said City Dir. Lucero, who delivered the event’s closing remarks on behalf of Regional Director Leocadio Trovela.

The simultaneous nationwide activity was spearheaded by the PCOO along with the DILG and PNP.

DILG-7 joins ‘kamustahan’ with SILG

Field officers and personnel of DILG-7 led by Regional Director Leocadio Trovela joined the last leg of the three-day virtual ‘kamustahan’ with Secretary of the Interior and Local Government Eduardo Año today, September 28 via Zoom.

Año expressed his gratitude to the field personnel in Visayas and Mindanao for fulfilling their mandate despite the heavy workload, emphasizing their crucial role in attaining the Department’s accomplishments and overcoming its challenges.

“You, the dedicated personnel of the Department of the Interior and Local Government, you are the heart and soul of the DILG and the reason behind the Department’s continued success in delivering whatever mission the President assigned to us. At malaki ang aking pasasalamat na ako ay inyong sinasamahan at tinutulungang tugunan ang lahat ng direktiba ni Pang. Duterte, gayun din sa lahat ng mga tungkulin na nakalatang sa ating mandato,” he said.

“Tunay na nakakalula ang mga bilang ng ating mga nakamit sa nakalipas na mga taon. Ngunit batid ko na hindi rin biro ang mga sakripisyo na inyong inialay para magampanan ang inyong mga tungkulin….As we all braced the ongoing public health crisis and try to recover from its economic drawbacks, I count on each and everyone of you to remain steadfast to your duty to serve the people,” he added.

Año also recounted his experience of surviving COVID-19 twice and further urged the participants to stay safe and strictly follow the minimum public health standards to ensure the continued delivery of services to the clients amid the pandemic.

Meanwhile, Assistant Secretary for Plans and Programs Francisco Cruz discussed the DILG’s challenges and response to the pandemic as well as the accomplishments of the Duterte administration and plans of the Department for 2022.

For her part, Assistant Secretary for Human Resource Development Florida Dijan reminded the field officers to live up to the Department’s brand of service “Matino, Mahusay, at Maaasahan” as the country adopts to the new normal.

The series of virtual interface was initiated  by the Local Government Academy (LGA) in celebration of the Civil Service Month to acknowledge and commend the efforts of the Department’s technical officers and personnel across the country.

Also present were DILG Cebu City Director Atty. Ian Kenneth Lucero, DILG Cebu Provincial Director Jhoaden Lucero, DILG Bohol Provincial Director Jerome Gonzales, DILG Siquijor Provincial Director Dennis Quiñones, DILG Lapu-Lapu City Director Jonah Pino, DILG Mandaue City Director Johnjoan Mende, and DILG Negros Oriental OIC Farah Diba Gentuya.

Other highlights of the virtual activity included the Department’s accomplishments and initiatives, and DILG School of Local Governance and Capacity Development Awards for Catalysts of Excellence (CapDev ACE).

DILG-7 launches 2Q Kalambuan Newsletter

The second quarter issue of Kalambuan Newsletter, which contains the accomplishments and updates on programs, projects, activities and other initiatives of DILG-7, is now available after it was launched during the virtual Convocation via Cisco Webex today, September 27, 2021.

The Finance and Administrative Division (FAD) hosted the monthly activity participated by DILG-7 Regional Director Leocadio Trovela, Assistant Regional Director Maria Loisella Lucino, provincial directors, city directors, division chiefs, and personnel from regional and sub-regional offices.

One of the highlights of the activity was the launch of the 24-page Kalambuan Newsletter, a quarterly newsletter by the regional office, which is released thru printed copies and online versions on https://anyflip.com/bookcase/jhjhd.

The banner story for the second quarter issue was the article on water projects in rural areas which were completed even amid the COVID-19 pandemic. The DILG-administered water projects aimed to address water and sanitation problems in the region.

Trovela lauded the accomplishments of the division and sub-regional offices such as the holding of Regional Peace and Order Council, launch of VaxCertPH, among others. He also talked about the upcoming ISO Certification.

He also ordered focal persons to get status on the Enhanced Comprehensive Local Integration Program (E-CLIP) benefits of the former rebels who returned to the fold of the law.

The personnel are also reminded to join the DILG Learning Exchange for Active Development: An Interface with Secretary of Interior and Local Government Eduardo Año on September 28 via Zoom.

VaxCertPH inilunsad sa Metro Cebu

Naging matagumpay ang paglunsad ng digital vaccination certificate o VaxCertPH sa buong Metro Cebu na pinangunahan ng DILG-7 at Department of Information and Communications Technology (DICT)-7 ngayong araw, Setyembre 24, 2021.

Pinangunahan ni Acting City Mayor Michael Rama ang paglunsad sa Cebu City na ginanap sa Cebu City Hall.

Ilan sa mga lumahok ay si Project Direktor ng DICT Antonio Padre, si Panlungsod na Direktor ng DILG Cebu City Atty. Ian Kenneth Lucero at mga kawani ng sub-rehiyonal na tanggapan, mga kawani ng DILG-7 Emergency Operations Center na pinamumunuan ni LGOO V Rommel Correa at mga kawani ng DICT-7.

Samantala, unang nakapag-generate ng digital vaccination card si Mandaue City Mayor Jonas Cortes, na nasaksihan ni Panlungsod na Direktor ng DILG Mandaue City Johnjoan Mende sa hiwalay na aktibidad na ginanap sa nasabing lungsod na bahagi din ng Metro Cebu.

Para makakuha ng sariling digital vaccination card sa mga designated VaxCertPH booth sa Metro Cebu, hinihikayat ang mga residente na magdala ng dalawang government-issued ID at ng kanilang mga printed vaccination card. Bukod dito, maari rin silang magparehistro sa website ng VaxCertPH sa https://vaxcert.doh.gov.ph.

Kasama sa mga impormasyon na lalabas sa certificate ang lugar at petsa ng pagbabakuna, ang brand ng bakuna at QR Code.

Sa kasalukuyan, prayoridad munang bigyan ng digital vaccination certificate ang mga Overseas Filipino Worker (OFW) at iba pang mga international traveler.

DILG-7 holds 2-day training to bolster capacities of ADACs

DILG-7 kicked off the two-day online Regional Training of Trainers on Strengthening Institutional Capacities of Anti-Drug Abuse Councils at the Barangay (SICAP-BADAC) on September 20, 2021.

This was participated by Local Training Teams formed by the region’s 136 Provinces, Cities and Municipalities.

The training aims to equip the LTTs, which are composed of representatives of Philippine Drug Enforcement Agency – 7, Department of Health, Department of Social Welfare and Development – 7, Local ADAC officer, and others, to train and strengthen the capacities of the barangays.Resource speakers of the first day of training are: Atty. Alvin Odron, Regional Director of Commission of Human Rights-7; CHR-7 Special Investigator Ms. Maria Voy Belen JD; Regional Juvenile Justice and Welfare Committee – 7 Social Welfare Officer III Ma. Kristel Joyce J. Momo; Information Officer III Leia Alcantara of PDEA-7; and Project Development Officer II Sharmaine Love Ligas of DSWD-7.

On behalf of DILG-7 Director Leocadio Trovela, Local Government Operations Officer VI Corina Balansag welcomed the participants of the said training.

VaxCertPh ilulunsad sa Metro Cebu

Bilang paghahanda sa paglunsad ng VaxCertPH sa Metro Cebu, Rehiyon III at IV-A, at Davao City sa darating na Setyembre 24, 2021, ang DILG-7 ay lumahok sa isang virtual na pagpupulong Sabado, Setyembre 18, 2021 sa Zoom.

Dinaluhan ito ng mga kawani ng rehiyonal na tanggapan pati na rin ng sub-rehiyonal na tanggapan sa lalawigan ng Cebu, Bohol, Negros Oriental, at Siquior, at Cebu City, Mandaue City at Lapu-Lapu City.

Kasama rin sa dumalo ang ibang mga kawani ng DILG sa Rehiyon III, IV-A at Metro Davao, pati na rin ibang mga ahensya ng pamahalaan, mga field officer, at mga VaxCert coordinator sa mga lokal na pamahalaan sa nasabing mga lugar.

Kabilang sa tinalakay sa pagtitipon ang mga naangkop na mga tools at stratehiya para sa matagumpay na paglunsad ng VaxCertPH, bukod sa iba pa.Si USec. Jonathan Malaya, Undersecretary for Plans, Public Affairs and Communication ay nagbigay ng kanyang mensahe sa mga dumalo.

Sa kanyang mensahe, binigyang diin niya ang kahalagahan ng kooperasyon ng LGUs at mga ahensya ng pamahalaan na magbigay ng napapanahon at tumpak na data para sa maayos at matagumpay na pag-issue ng mga digital vaccine card.

“Since we intend to vaccinate 80 percent of our population because of the Covid-19 pandemic, practically lahat ng Filipino ay magkakaroon nitong VaxCert na ito. So para mas madali ang buhay ng ating kababayan, dinevelope natin itong digital certificate na ito. So this is very important this is very crucial and kailangan po sa LGU level palang maliwanag na kung ano yung responsibilidad natin,” sabi ni Malaya.

Samantala, nagbigay rin ng kanyang mensahe si Panlalawigang Direktor ng Cebu Jhoaden Lucero sa mga dumalo bago nagtapos ang pagtitipon.

“Because we believe that our LGUs are the most important player in this undertaking. Thank for your questions and your active participation. The success of this activity or this endeavor largely depends on your response and efforts to make it working on the ground,” sabi ni Lucero

Ang VaxCertPH o digital vaccination certificate ay layong magkaroon ng iisa at internationally recognized certification bilang patunay na bakunado na ang isang indibidwal.

Serbisyo sa tubig sa rehiyon pinaigting

Ang DILG-7 ay lumahok sa dalawang araw na virtual training na pinamagatang Strengthening of Water Service Providers na isinagawa ng Office of Project Development Services nitong Setyembre 14-15 sa Zoom.

Ang aktibidad ay naglalayong mapabuti ang paghatid ng serbisyo ng mga lokal na pamahalaan sa kanilang kuminidad ng mainam at malinis na supply ng tubig.

Dinaluhan ito ng mga kawani ng Project Development and Management Unit ng tanggapan na pimumunuan ni LGOO V Rommel Correa, pati na rin mga program manager at focal person ng mga sub-rehiyonal na tanggapan sa Bohol, Cebu, Negros Oriental at Siquijor.

Samantala, ang mga resource person sa sinagawang virtual training ay mga water system functionary at mga kawani ng mga rehiyonal na water at sanitation hub na tinalakay ang sustainable na pagpapatakbo at pamamahala ng mga water system, kasalukuyang performance ng mga LGU-managed water utility, bukod sa iba pa.
