DILG Lapu-Lapu receives Plaque of Recognition

The Department of the Interior and Local Government (DILG) Lapulapu personnel headed by City Director Jonah Pino paid a courtesy call to City Mayor Junard “Ahong” Chan on July 5 at the Mayor’s Office.

During the meeting, Dir. Pino thanked Mayor Chan for his continued support of the department’s program and projects.

Mayor Chan also awarded the Plaque of Recognition to DILG Lapulapu City Office for its invaluable support of the city’s campaign against illegal drugs.

PDMU conducts Strategic Planning in NegOr

The Project Development Management Unit (PDMU) of the Department of the Interior and Local Government-7 conducted a Regional Strategic Planning Workshop and Updates on LGSF Project Status on Monday, June 27, 2022, in Dauin, Negros Oriental.

The first part of the workshop covered discussions on SBDP updates, orientation on the roles and responsibilities of new PDMU technical personnel, and a presentation of LFP status, among others.

Present were Regional Director Leocadio Trovela, Assistant Regional Director Maria Loisella Lucino, LGCDD Chief Maria Thelya Oporto, FAD Chief Atty. Ferdinand Albaño, PDMU Chief Rommel Correa, and DILG-7 personnel.

Dir. Trovela leads inauguration of LGSF project in Bohol

Department of the Interior and Local Government (DILG)-7 Director Leocadio Trovela led the inauguration and turnover of J. Decasa St.–M. Decasa St.–Borja St. under the Local Government Support Fund-Assistance to Municipalities (LGSF-AM) project and installation of Dagyawan sa Barangay Peace Pole in Batuan Bohol and concreting of Poblacion Carmen–Vallehermoso Road under DILG-CMGP in Carmen, Bohol on June 23, 2022.

Bohol Governor Arthur C. Yap, Batuan Mayor Antonino M. Jumawid, Provincial Director Jerome G. Gonzales, and other government officials attended the ceremony.

CCMCC holds 2nd quarterly meeting  

The Cebu City Management Coordinating Committee (CCMCC), chaired by DILG Cebu City OIC – City Director Dr. Neila Aquino  held its second quarterly meeting earlier today, June 22.

Aquino, during his opening remarks, welcomed the member agencies of the committee and expressed her gratitude for their presence during the meeting.

Present also are officials and representatives from NAPOLCOM- Cebu City, Cebu City Police Office, AFP Joint Task Group Cebu, Philippine Coast Guard District Central Visayas, Cebu City Jail Male and Female Dormitories, Cebu City Fire Office, and PDEA 7.

Part of the meeting was the presentation of the accomplishments of every member agency during the second quarter of 2022. Top-performing personnel and stations/units were likewise recognized for their exemplary performance during the second quarter of 2022.

Moreover, the Committee likewise passed a resolution defining the schedule of quarterly meetings and assigned member agencies of the Committee for 2022-2023 and a resolution adopting the joint quarterly awarding system of the top-performing units/stations and personnel of the CCMCC and City Peace and Order Council member agencies for their exemplary performance in the discharge of their official duties.

PDMU validates water project in Argao

The Level II Potable Water Supply System project in Barangay Talaga in Argao was validated by the DILG Cebu Provincial Project Development and Management Unit (PDMU) team today, June 22.

Engineers Joseph Jay Nebril and Billy Ray Papa of Cebu PDMU together with MLGOO Lewelyn Arquillano and Argao Municipal Engineer Kevin Joy Daugdaug inspected the project, which is under the 2016 Local Government Support Fund (LGSF) program.

DILG 7 joins ‘E-CLIP Success Stories 2022’

To underscore the success of the provision of the DILG-Administered Package of Assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP), the National Barangay Operations Office (NBOO), through the E-CLIP Project Management Office (PMO), conducted the activity entitled “Significant Undertakings and Celebration Centered on E-CLIP Success Stories 2022” on June 22 to 23, 2022 at Royce Hotel, Clark, Pampanga.

In behalf of Regional Director Leocadio Trovela, Local Government Capability Development Division (LGCDD) Chief Maria Thelya Oporto and E-CLIP Focal Person Sofia Lorraine A. Ygot attended the said activity.

GFPS and Gender Mainstreaming Orientation held

GFPS and Gender Mainstreaming Orientation held

Members of the GAD Focal Point System Technical Working Group (TWG) attended the online orientation on GFPS and Gender Mainstreaming on November 24, 2021.

The activity was spearheaded by the Local Government Capability Development Division led by LGOO VII Maria Thelya Oporto, GAD TWG Chair LGOO III Gerlou Tibon, and GAD point persons in the region.

Meanwhile, LGOO VII Ma Reina Quilas of DILG Bohol Province served as the resource speaker.

The group will meet again early next year prepare the GAD Plan and Budget 2023 and the GAD Accomplishment Report 2021.

One of the functions of the committee is to assist the office in the preparation of the GAD Plan and Budget and GAD Accomplishment Report.

 

DILG-7 partners with UNDP for Typhoon Odette recovery

In efforts to help communities rise from the devastation of Typhoon Odette, the Department of the Interior and Local Government (DILG)-7 and the United Nations Development Programme (UNDP) forged a government-CSO partnership that focuses on post-disaster recovery.

DILG-7 personnel and UNDP visited greatly affected areas and conducted an assessment from January 31 to February 3.

UNDP discussed the implementation of Strengthening Institutions and Empowering Localities against Disasters and Climate Change (SHIELD) program in Argao, Alegria, Moalboal, Talisay City, Lapu-Lapu City and Talisay City.

Participants during the said assessment were the local chief executives, LGUs’ Odette Task Force, and civil society organizations (CSOs) representatives. Also present were DILG Provincial Director Jhoaden Lucero, Cebu City Director Atty. Ian Kenneth Lucero, LGOO VI John Michael Monillas of DILG Lapulapu City and C/MLGOOs.

The team also conducted an onsite visit to areas that were badly hit during the onslaught of Typhoon Odette for them to assess and identify appropriate short and long-term interventions to enhance and sustain community resilience.

Typhoon Odette hit Central Visayas and Mindanao on December 16 left a trail of destruction to infrastructure and property to thousands of people who are already battered by the COVID-19 pandemic.

Bautista, Malaya lead distribution of cash aid in Cebu

Officials from Department of the Interior and Local Government (DILG) and Department of Social Welfare and Development (DSWD) visited the Province of Cebu on February 2 to lead and check on the status of financial assistance distribution to families affected by typhoon Odette.

First part of the activity was the dialogue at Maayo Hotel in Argao wherein DSWD Secretary Rolando Joselito Bautista, DILG Undersecretary Jonathan Malaya together with DSWD Assistant Secretary Glenda Relova answered the queries and concerns of the Local Chief Executives in Cebu regarding the distribution of cash aid.

One of the questions raised was the concern on whether or not the beneficiaries who already received cash assistance from LGU or other national government agencies are barred from receiving the cash aid under Joint Memorandum Circular No. 4, which provides P1,000 assistance per affected individual with a maximum amount of P5,000 per family.

Relova said these affected families are not barred from receiving multiple cash aids from various government offices. However, she said the LGUs are encouraged to prioritize the giving of cash assistance from the national government to those families who have not received any assistance yet.

Another concern was the insufficiency of funds received by LGUs in relation to the total number of families affected by the typhoon.

As a response, Malaya said the mayors have full discretion as to the prioritization of beneficiaries that shall correspond to the total number of beneficiaries allocated to them.

He reminded the mayors that DILG Secretary Eduardo Año already issued a memorandum regarding the possible issuance of show cause order to LGUs for the undue delay in the distribution of financial assistance to those affected by the typhoon.

As of February 2, there were two LGUs, the Municipalities of Liloan and Cordova, in the province that completed the distribution of cash assistance to affected families, while 5 LGUs such as Argao, Asturias, Balamban, Moalboal, and Samboan have started the distribution.

The mayors expressed their apprehensions to start the distribution of the cash aid considering that they have no enough funds to distribute to all families who were affected by the typhoon, adding that rushing the distribution will only cause complaints and discontent from their constituents.

With this, Malaya yielded to their request and gave them until February 11 to start the distribution of cash aid.

He urged the mayors to begin the distribution of financial assistance especially to those severely affected families.

After the dialogue, the officials from DILG and DSWD together with DILG Cebu Provincial Director Jhoaden Lucero, Office of Civil Defense-7 Director Marlou Salazar, DSWD-7 Director Rebecca Geamala, DILG Cebu cluster heads and other personnel witnessed the distribution of cash assistance to families affected by typhoon in the municipalities of Argao and Balamban.
