DILG-7 ORDERS BRGY OFFICIALS OF MAMBALING, CEBU CITY TO EXPLAIN

     The Department of the Interior and Local Government (DILG)-7 served another show cause order, this time on Mambaling Punong Barangay Gines Abellana and members of the Sangguniang Barangay (SB), for disregarding the minimum public health standards.

     In an order dated July 20, DILG-7 Director Leocadio Trovela directed the said officials to explain their alleged failure to perform the mandated duties and functions of local chief executive and (SB) Members during a state of national health emergency.

     The order was served this afternoon by DILG-7 Bantay Korapsyon lawyer Christian Fernandez.

     Video and photos posted online by a local newspaper on July 13 and 18 showed residents outside of their homes disregarding the prescribed minimum public health standards like wearing of face mask and social distancing; prohibition of mass gathering; and strict home quarantine.

     Residents were seen loitering in Sitio Alaska, children playing, and some huddled to witness a “sabong”.

     There were also photos showing residents swimming near the construction site of Cebu’s third bridge at the South Road Properties.

     Abellana and the SB members were given 48 hours from receipt of the order to submit their written explanation as to why no administrative charges should be filed against them.

     DILG-7 has so far issued a total of 12 show cause orders to Cebu City barangay officials from Basak San Nicolas, Calamba, Inayawan, Guadalupe, Basak Pardo, Cogon Pardo, Sto. Niño, San Nicolas Proper, Capitol Site, Bulacao, and Mambaling.

    DILG-7 Director Leocadio Trovela, in his capacity as chairman of Regional Inter-Agency Task Force for the Management of Emerging Infectious Diseases (RIATF7-MEID), receives Cebu City Mayor Edgardo Labella’s Executive Order imposing granular lockdown in certain areas in the city where there are numerous active COVID-19 cases.

    Members of the RIAFT7-MEID will convene this afternoon to discuss the matter.

Orientation on Decontamination Ready Unit and Patient Management of COVID-19 Positive

       Newly formed Barangay Extraction Teams from Sixteen (16) Barangays participate in today’s “Orientation on Decontamination Ready Unit and Patient Management of COVID-19 Positive” (First Batch) conducted by the DILG Cebu City, Cebu City Government’s DRRM Office and BFP-7. BGEN Alexander Macario, DILG Assistant Secretary for Public Safety and Security delivered a brief message emphasizing on the importance of Brgy. Extraction Teams. Asec Macario then underscored their core functions which are: 1) extraction of individuals found positive of COVID19 that is needed to be transported to their designated Isolation Centers; and 2) decontamination of affected areas.

      DILG Assistant Secretary for Public Safety and Security BGen. Alexander Macario calls for the passage of barangay ordinances mandating the wearing of masks and imposing strict implementation of minimum public health standards such as social distancing, strict home quarantine, and prohibition on mass gathering.

In a video teleconference with punong barangay in Cebu City, ASec. Macario emphasized the need to penalize those who fail to wear face masks in public places since it increases the risks of the people of being infected with COVID-19.

LSI UPDATE from DILG-Cebu City

The PNP processed doulan 4,000 travel authorities to be dismissed from other barangays for apod to locally stranded individuals (LSIs). The city of Cebu has a total number of 18,000 LSIs. Streamlining the standards is also available for LSIs needs to get financial assistance at City Hall.

Regional Director Leocadio T. Trovela, CESO III

 

Director Leocadio T. Trovela is a career executive service official with a rank of CESO III.
He has an extensive 34-year experience in government service starting from 1989. He
has witnessed the evolution of the department to what is now as the DILG brought about
by the passage of the local government code that gave rise to decentralization and
community empowerment.
Prior to his assignment in DILG Region 7 effective last August 22, 2018, he was the
director of the National Barangay Operations Office (NBOO), a Bureau of DILG that
handles various programs on social protection for vulnerable sectors, women and children
issues, anti-trafficking, transnational crime, anti-illegal drugs, human rights, community
empowerment, and reintegration program for former rebels, among others.
He is deeply involved in the preparation of the country report on the Convention against
torture and was a member of the Philippine Delegation during the Revalida in Geneva.
And a member of the Philippine delegation as well for the Universal Periodic Review in
Geneva. He was the former Imprest Administrator of a project funded by the European
Union involving several agencies on access to justice such as the Supreme Court,
Department of Justice, Commission of Human Rights and others in a program called EU
Philippines Justice Support Program or EPJUST II.
Director Trovela started his stint in the Department as barangay government operations
officer in 1989. He then became the assistant regional director (ARD) of DILG Regional
Office 3, which he held for 4 years. Before that, he was the Assistant Director of the
Bureau of Local Government Development (BLGD) at the DILG Central Office. He’s now
the Regional Director of DILG Central Visayas for the last five years.
As he rose from the ranks, he attended numerous trainings and seminars and schooling
to hone his skills as public servant. Notable of which, he had his Master in Public
Administration (MPA) from the University of the Philippines, Diliman as a government
scholar of the Local Scholarship Program of the Civil Service Commission (CSC). He was
a United Nations Environment Program (UNEP) Fellow, a graduate of Certificate Course
on Environmental Management at the University of Adelaide in Adelaide, South Australia.
He is a fellow of Daniel K. Inouye Asia Pacific Center on Security Studies (APCSS) ,
Hawaii, USA where he completed the course on Advanced Security Cooperation (ASC
16-2).

Who We Are

The present Department of the Interior and Local Government (DILG) traces its roots from the Philippine Revolution of 1897. On March 22, 1897, the Katipunan Government established the first Department of Interior at the Tejeros Convention.

A revolutionary government was also established at that time and the new government elected General Emilio Aguinaldo as President and Andres Bonifacio as Director of Interior, although Bonifacio did not assume the post. At the Naic Assembly held on April 17, 1897, President Aguinaldo appointed General Pascual Alvarez as Secretary of the Interior.

The Department of Interior was enshrined in the Biak-na-Bato Constitution signed on November 1, 1897. Article XV of the said Constitution defined the powers and functions of the Department that included statistics, roads and bridges, agriculture, public information and posts, and public order.

As the years of struggle for independence and self-government continued, the Interior Department became the premier office of the government tasked with various functions ranging from supervision over local units, forest conservation, public instructions, control and supervision over the police, counter-insurgency, rehabilitation, community development and cooperatives development programs.

In 1950, the Department was abolished and its functions were transferred to the Office of Local Government (later renamed Local Government and Civil Affairs Office) under the Office of the President. On January 6, 1956, President Ramon Magsaysay created the Presidential Assistant on Community Development (PACD) to implement the Philippine Community Development Program that will coordinate and integrate on a national scale the efforts of various governmental and civic agencies to improve the living conditions in the barrio residents nationwide and make them self-reliant.

In 1972, Presidential Decree No. 1 created the Department of Local Government and Community Development (DLGCD) through Letter of Implementation No. 7 on November 1, 1972. Ten years later or in 1982, the DLGCD was reorganized and renamed Ministry of Local Government (MLG) by virtue of Executive Order No. 777; and in 1987, it was further reorganized and this time, renamed Department of Local Government (DLG) by virtue of Executive Order No. 262.

Again, on December 13, 1990, the DLG underwent reorganization into what is now known as the Department of the Interior and Local Government (DILG) by virtue of Republic Act No. 6975. The law also created the Philippine National Police (PNP) out of the Philippine Constabulary-Integrated National Police (PC-INP), which, together with the National Police Commission, was integrated under the new DILG, the Bureau of Fire Protection, Bureau of Jail Management and Penology and the Philippine Public Safety College; and absorbed the National Action Committee on Anti-Hijacking from the Department of National Defense (DND).

The passage of RA 6975 paved the way for the union of the local governments and the police force after more than 40 years of separation.

Today, the Department faces a new era of meeting the challenges of local autonomy, peace and order, and public safety.
