LGRRC-7 Manager Assistant Regional Director Maria Loisella Lucino spearheaded the activity and discussed, among others, the Ugnayan ng Lokal na Pamahalaan at Taong Bayan (ULAT) and the DILG and MSAC’s role in the implementation of Executive Order 138 or the Full Devolution of Certain Functions of the Executive Branch to Local Government Units.

Local Government Capacity and Development Division Chief Maria Thelya Oporto was also present together with other DILG-7 personnel.MSAC aims to foster community relationships and strengthen networks and partnerships in building the culture of learning and knowledge sharing.

To appraise the level of accomplishments for the first semester of Calendar Year (CY) 2021, the Department of the Interior and Local Government (DILG-7) conducted a virtual convocation attended by personnel from the regional and sub-regional offices on Cisco Webex today, June 28, 2021.

Divisions from the regional office presented their accomplishments for the first six months of CY 2021, and the plans for the second semester.

Regional Director Leocadio Trovela spearheaded the virtual activity together with Assistant Regional Director Maria Loisella Lucino, provincial directors, city directors and division chiefs.

Dir. Trovela lauded DILG-7 personnel for giving their best efforts to achieve the objectives, deliverables, and the conduct of programs and activities despite the threat brought by COVID-19, which has been affecting people’s lives for more than one year already.

“This shows the kind of commitment that we have as a team,” he said. Also announced by Dir. Trovela was the upcoming movement of personnel, and updates on the programs handled by the regional office.

The convocation kicked off with a flag-raising ceremony at the DILG-7 regional office, which was also streamed live on Cisco Webex.

DILG-7 gets Safety Seal Certification

The Department of the Interior and Local Government-7 is now a safety seal-certified establishment—the first government office in Cebu City—following the inspection and conferment of the certification today, June 25.

During the conferment activity, DILG-7 Director Leocadio Trovela and LGCDD Chief Maria Thelya Oporto received the Safety Seal Certification from the DILG Cebu City Team headed by its chairman, Cebu City Director Atty.

Ian Kenneth Lucero and its members Cebu City Police Office City Director PCOL Josefino Ligan and Bureau of Fire Protection Cebu City Director F/CINSP Josephus Alburo who was represented by FINSP Asraf Grar.

Lucero said the DILG-7 office has complied with all the requirements stipulated in the Joint Memorandum Circular No. 21-01 of DILG, Department of Labor and Employment, Department of Health, Department of Tourism, and Department of Trade and Industry, specifically the Safety Seal Certification Checklist.

In his acceptance message, Trovela said the certification serves as recognition that the office abides by the minimum public health standards.

“This is the start of the massive inspection of the thousands of government offices like barangay halls, national government agencies, and other public establishments by our DILG teams. This is not an easy task,” he said.

During the short program, Atty. Gerlyn Sayson, regional focal person, gave a short rationale of the Safety Seal Certification Program of the government.

Sayson mentioned that the main purpose of Safety Seal Certification program is to increase the compliance of private and public establishments to the strict implementation of public health standards and increase consumer confidence as the country reopens the economy.

The establishments that were given Safety Seal certifications are Cebu-Cordova Link Expressway by Cebu Link Joint Venture, The Marketplace Robinsons Galleria, Bruno’s Barbers – SM City Cebu, and Bai Hotel Cebu.

The purpose of Safety Seal Certification program is to increase the compliance of private and public establishments to the strict implementation of public health standards and increase consumer confidence as the country reopens the economy.

For its part, DILG-7 is currently assisting its sub-regional offices in the creation of its teams which are composed of DILG as team leader, PNP and BFP as members.

Further, DILG-7 SROs will assist the creation of local government units teams.

DILG-7 Director Leocadio Trovela said the teams of DILG and LGUs are now strategizing on how to conduct the inspection considering the number of establishments in the region, especially the highly urbanized cities.

Provincial Leveling session draws 1,600 participants

To cascade down to the barangay level the fullest appreciation on the implementation of Executive Order (EO) 70, Region 7’s Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC) kicked off the Provincial/HUC Levelling sessions on Monday, June 21, via Zoom and Facebook private group.

The Bohol Province Levelling, the first of five virtual sessions in Region 7, had gathered 1,600 attendees. Barangay officials, provincial, city and municipal ELCAC task force members graced the activity.
 
Resource persons from the Department of the Interior and Local Government (DILG-7), Office of the Presidential Assistant for the Visayas (OPAV) and National Commission on Indigenous Peoples (NCIP) discussed barangay development program, sectoral mobilization, orientation and updates on EO 70, and NCIP & ICCs/IPs resiliency.
 
National Intelligence Coordinating Agency (NICA) and National Strategic Resource Group tackled the topic of CTG’s framework. PTF-Bohol ELCAC also presented its significant accomplishments per cluster, while the National Economic and Development Authority (NEDA-7) presented the synthesis.
 
Secretary Michael Lloyd Dino of OPAV, Usec Rufino S. Lopez Jr. and Bohol Province Governor Arthur Yap gave messages to the participants.
 
Sec. Dino, who’s also a Cabinet Officer for Regional Development and Security-7, said the levelling is an effort to further expand the whole-of-nation approach of ELCAC down to the local level.
 
For his part, Gov. Yap said in his welcome remarks that even amidst COVID-19 pandemic, there is still an issue of terrorism/ criminal banditry in Bohol that needs to be addressed with active support of Punong Barangays, Sangguniang Barangay members and Barangay Tanods.
 
In a message, NTF lauded Bohol PFT-ELCAC for the very commendable accomplishments and contribution to the goal to end the local communists armed conflict in Bohol Province.
 
After Bohol, the next levelling session is for Cebu Province which is happening today, while Siquijor, Negros Oriental and highly-urbanized cities of Mandaue, Cebu and Lapu-Lapu are set on June 30 to July 2.
 
EO 70, which was signed by President Rodrigo Duterte in December 2018, aims to address the root causes of insurgency to end locally armed conflict in the countryside.
